AI Contract Overview
The General Services Administration’s Public Buildings Service is seeking a construction contractor for a Repair and Alteration and Driveway Extension project at the Land Port of Entry in Alburg Springs, Vermont, utilizing the Design-Bid-Build delivery method. The project aims to modernize the historic facility listed on the National Register of Historic Places, bringing it into compliance with current GSA PBS Core Building Standards and CBP’s 2023 Land Port of Entry Design Standard. Work includes comprehensive interior upgrades, installation of new gates and guardrails for passenger and commercial lanes, construction of a new officer inspection booth, and full upgrades to MEP and security systems. A driveway extension is included as a contract option to address security concerns caused by local traffic entering and exiting residential properties directly in front of the port. The entire port will be fully closed during construction, and an electronic message board must be installed and maintained at the intersection of Alburgh Springs Road and VT Route 78 to inform the public of the closure. Compliance with stringent accessibility standards under ABAAS and life safety requirements under NFPA 101 is mandatory, while gas detection, kitchen hoods, and special suppression systems are excluded. All work must adhere to prevailing wage rates under the Davis-Bacon Act as specified in Wage Determination VT20250027, and the Buy American Act applies to materials used. The Government contemplates awarding a Firm-Fixed-Price contract using a best value tradeoff approach where non-price factors—experience, management and technical approach, past performance, and key personnel qualifications—are significantly more important than price. Offerors must submit a technical proposal limited to 45 pages and a separate price proposal via email by the deadline of July 27, 2026, structured according to the SF-1442 with CLINs 0001 and 0002 individually priced. Proposals must include completed GSA Form 527, Past Performance Questionnaires, a subcontracting plan, bid bond valid for 90 days, Proprietary Information Agreement, and active SAM registration. Subcontracting plan requirements include reporting for SDVOSB, HUBZone, and WOSB categories. All contract documents are controlled and require submission of a signed Proprietary Information Agreement before access.
