The purpose of this amendment to the presolicitation notice is to provide prospective offerors with an early, draft preview of the technical documents associated with this requirement.


The Government has uploaded draft versions of the Statement of Work (SOW), technical specifications, and project drawings 


These documents are being provided solely for informational and industry planning purposes to allow potential offerors adequate time to review the scope, complexity, and technical requirements of the project prior to the formal release of the solicitation.

The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for performing construction services for Design-Bid-Build (DBB) Repair of Storm Sewer Water and Sanitary Sewer Systems, Caserma Miotto, Longare, Vicenza, Italy.



PROJECT DESCRIPTION:


This Design-Bid-Build construction project aims to provide repairs to the failed stormwater and sanitary sewer systems at the Miotto Military Installation to achieve environmental compliance and prevent future flood damage. The core of this project involves repairing, upsizing, and decoupling the cross-connected sewer systems to ensure proper independent discharge and full compliance with environmental regulations.



The scope of work involves complete construction, repair, and site remediation. Key elements of construction include: repairing, extending, and upsizing the failed stormwater system piping to meet technical capacity standards; remediating site conditions associated with recent storm events, specifically repairing severe flooding, soil erosion, and landslide vulnerabilities; and separating the cross-connected sanitary and storm lines.


The project also includes constructing a new direct connection to the Bisatto River via an underground TOC pipe utilizing existing perpetual rights-of-way and executed land-use licenses; installing a mandated stormwater lamination tank beneath a municipal sports field as required by local Italian regulations (Genio Civile); restoring the impacted municipal training field with a new synthetic turf surface directly over the completed lamination tank; and integrating naturalistic design features (such as sedimentation tanks, retention ponds, and weir walls) to effectively reduce stormwater velocity prior to discharge from the installation. The requirement includes options for asbestos pipe removals, reinstallation of the sports field, landslide area repairs, and sedimentation pond installation.



The completion time for this contract is 1,010 calendar days after award.



This solicitation is being advertised as "Unrestricted" for full and open competition. This source selection procurement requires both non-price (technical, experience, and past performance) and price proposals and will utilize the best value continuum tradeoff process at Revolutionary Federal Acquisition Regulation Overhaul (RFO) 15.103-1.
