The contract involves providing comprehensive design-build services for the renovation and upfit of a fire-damaged but stabilized building located at 201 S. Greene Street in Greensboro, North Carolina, with an estimated project budget of four to five million dollars. Guilford County aims to select a qualified team through a qualifications-based process, emphasizing experience, project approach, and past performance, rather than price alone. The selected team will be responsible for design, estimating, construction, and construction management, with the project expected to be completed within 12 to 18 months. The project delivery method prioritizes minimizing cost escalation, reducing change orders caused by existing conditions, and shortening the overall schedule, all while ensuring ongoing operations in occupied spaces are maintained during construction. The contract mandates the provision of performance and payment bonds in accordance with North Carolina statutes, specifically Article 3 of Chapter 44A. Legal and procedural frameworks governing the project are primarily based on North Carolina statutes, notably Sec. 143-128.1A, which governs the qualifications-based selection process for public design-build projects, and the bonding requirements under state law. The contract also incorporates local ordinances permitting electronic publication of legal notices, ensuring transparency. Notably, no federal FAR clauses, detailed evaluation criteria, or specific administrative and contractual procedures such as invoicing, payment, or inspection protocols are explicitly included in the available documentation. The scope emphasizes collaboration, schedule adherence, and legal compliance, with the work to be executed in a manner that allows continuous building operations, all within a structured legal and statutory framework.

Full Description

Pursuant to N.C. Stat. Sec. 143-128.1A, Guilford County is seeking proposals from qualified design-build teams to provide upfits to an existing facility located at 201 S. Greene St, Greensboro NC. The intent of this RFQ is to select a design-build team by qualifications-based selection to provide design, estimating, construction and construction management services to accomplish the renovation goals of Guilford County.
Guilford County seeks to pursue the design-build project delivery method to minimize cost escalation risk, minimize change orders from existing conditions and decrease the overall project schedule. These renovations will take place in a building damaged by a fire but has been stabilized with all damaged materials removed. Work must be planned, scheduled and executed to allow operations to continue in occupied spaces on other floors of the building. Guilford County believes the collaboration provided by the design-build model will provide the best end-product for the citizens and occupants of our spaces.
The expected schedule for the projects is approximately 12-18 months to complete the package of work. The selected Design-Builder will be required to provide a performance and payment bond in accordance with provisions of Article 3 of Chapter 44A of the NC General Statutes
