The District of Columbia Department of General Services is soliciting design-build services for the modernization of Hendley Elementary School, located at 425 Chesapeake Street SE, Washington, DC. With a project budget of 76.6 million dollars, the scope includes architectural, engineering, and construction services divided into a design and preconstruction phase and a construction phase. Key objectives include addressing site and traffic safety, providing a fully accessible school entrance, and creating separate parking and loading areas to eliminate pedestrian conflicts. The project may involve the demolition of a two-story classroom volume and its connector, though the Design-Builder is expected to recommend the most advantageous design. Performance milestones include a substantial completion date of July 15, 2030, and final completion by January 17, 2031. The procurement process utilizes a scoring system of up to 112 points, heavily weighting the project management plan and schedule. Awarded contractors must comply with several regulatory requirements, including the Davis-Bacon Act for prevailing wages, the DC Living Wage Act, and the First Source Employment Agreement. Mandatory submissions include performance and payment bonds for the full contract value, as well as adherence to the Americans with Disabilities Act and the Buy American Act. Project administration requires monthly electronic invoicing via the DC Vendor Portal, and the contractor is subject to a 25,000 dollar fee for each replacement of designated key personnel. Technical requirements emphasize quality control through in-place mockups, BIM standards, and strict adherence to DCPS educational specifications and sustainability guidelines.

Full Description

Hendley ES was designed by Murphy and Locraft Architects and built in 1957. More recently, Hendley ES received a roof replacement in 2007 and a Phase 1 modernization in 2013. The original construction consists of an entrance volume flanked to the east by a two-story big box volume containing the cafeteria beneath the gymnasium and to the southwest a three-story classroom bar. At the south end of the property is an additional two-story classroom bar connected to the remainder of the school at the ground level only. The Department anticipates demolition of this two-story classroom volume and single-story connector, but the Design-Builder shall recommend a design that is most advantageous to the Project. DGS and DCPS have concerns about site safety and traffic safety on the existing site and expect the final design to resolve these concerns and provide a fully accessible and safe school entrance and a separate area for parking and loading which does not cross paths with pedestrian access.
