The Naval Surface Warfare Center Carderock Division is seeking a firm fixed price purchase order under Simplified Acquisition Procedures for full-time, on-site sign language interpreting, transliteration, and sight translation services to support eight Deaf and Hard of Hearing employees at its Bethesda, Maryland facility. The contract period runs from August 1, 2026, to July 31, 2027, with all services performed at Building 143, 9500 MacArthur Boulevard. The solicitation, identified as N0016726Q1116, is a total small business set-aside under NAICS code 541930 with a size standard of $22.5 million, and quotations must be submitted by July 2, 2026. All interpreters must be U.S. citizens with current certification from the Registry of Interpreters for the Deaf, a minimum of three years of professional ASL interpreting experience, and an active Tier 3 Personnel Security Investigation, with issuance of a Common Access Card required for facility and network access. Interpreters must be proficient in ASL, PSE, MCE, Contact Sign, Tactile Sign, or Oral Transliteration and must adhere to the Code of Professional Conduct. The contractor must provide assignment confirmation including interpreter names and certifications at least three business days before the contract start date and must immediately notify the government of any interpreter lateness with an estimated time of arrival. In the event of emergency leave, an equally qualified alternate interpreter must be provided. The contract operates on an F.O.B.
