The requirement is classified under NAICS code 334511 with a size standard of 1,350 employees and seeks to establish a single IDIQ contract with a one-year base period and four one-year option periods, potentially extending to a six-month extension through 2032. The contract is structured as a Firm-Fixed Price arrangement with an estimated total value of $4.5 million, a guaranteed minimum of $1,000 over its life, and a maximum order limit of $3 million per transaction. Evaluation will follow the Lowest Price Technically Acceptable methodology, with two mandatory pass/fail technical gates: verifiable manufacturer certification to service TopCon and Faro/GeoSlam equipment and proof that the vendor’s facility is located within 100 miles of the FBI Laboratory Division Headquarters in Redstone Arsenal, Alabama. Failure to meet these criteria disqualifies a quote regardless of price. Proposals must be submitted via email to Contracting Officer Kayla Haley no later than July 17, 2026, at 2:00 p.m. ET and must include four required documents: a cover letter containing entity identification, SAM UEID, CAGE code, business size certification, and legal point of contact; facility certification; proof of facility location; and a completed pricing matrix with no pricing information in any other document. Quotes must remain valid for at least 60 days after submission. Only unclassified information may be submitted, and all proprietary data must be clearly marked. The vendor is expected to provide Total Stations, SLAM LiDAR systems, sUAS platforms, software licenses, calibration, 24/7 technical support during warranty periods, and yearly maintenance services, with specific equipment such as the Faro Orbis Premium, Wingtra drones, and associated payloads required. Invoicing must be conducted electronically through the Invoice Processing Platform, monthly to bi-weekly, with final invoices due within 30 days after the end of performance. All contract administration responsibilities lie with the designated COR, who will inspect deliverables and certify payments. Organizational conflicts of interest are strictly governed by FAR 9.
