The Department of National Defence is seeking bids for the procurement of 10 Gas Detectors, NSN 01-599-6704, with part number GVMBB3-A1C1E00-020 and NCAGE code 06JB6, to be delivered to 25 Canadian Forces Supply Depot Montreal by 31 March 2027. Bidders must supply new production items directly from the principal manufacturer or its accredited agent, conforming to the latest specifications in effect at the bid closing date. Equivalent or substitute products must be clearly identified with their brand, model, part number, and NCAGE. All items must be individually packaged in accordance with Canadian Forces packaging specifications D-LM-008-036/SF-000, with additional preservation requirements for this item under D-LM-008-001/SF-001, and marked according to D-LM-008-002/SF-001 including the application of a serial number in the prescribed format. The contractor is required to provide an Airworthiness Certificate of Compliance for each unit, positioned within the interior packaging or affixed to the item, and must comply with ISO 9001:2015 quality standards. Delivery is FCA Free Carrier at the contractor’s facility under Incoterms 2000, with the contractor responsible for loading onto the carrier designated by DND. All prices must include Canadian customs duties, GST/HST, and excise taxes and be quoted as Delivery Duty Paid, with GST/HST presented as a separate line item. Electronic submission via epost Connect is strongly encouraged, with a 1GB per message and 20GB per conversation limit. Bids must be submitted in three separately bound sections: Technical, Financial, and Certifications, with pricing allowed only in the Financial section. The bid closing date is 22 July 2026 at 19:00 EDT, and failure to meet mandatory technical requirements renders a bid non-responsive. The award will be made to the lowest evaluated responsive bid, with tie-breaking based on earliest delivery date, earliest bid receipt time, and bidder’s after-sales service track record. Payment will be made via firm unit price using electronic instruments such as direct deposit, EDI, or international wire transfer, with invoices submitted to 25 CF Supply Depot Montreal and copied to multiple DND contracting officials
