The Texas Department of Family and Protective Services (DFPS) is seeking community input through a Request for Information (RFI) to explore solutions for expanding Community-Based Care (CBC) in rural regions of Texas, specifically Regions 9 and 10. This initiative aims to gather potential specifications that could inform a future Request for Applications (RFA), enabling the department to invite grant proposals for CBC programs. The CBC model, established by SB11 in 2017, shifts the foster care system from a statewide approach to a community-focused framework, emphasizing individualized services for children, youth, and families. By contracting with a Single Source Continuum Contractor (SSCC) and engaging local communities, DFPS can better concentrate on child safety, including investigating abuse reports, providing in-home safety services, and overseeing foster care quality. The RFI process includes a schedule for questions submission until August 20, 2024, with responses due by September 3, 2024. The contract associated with this initiative has a value ranging from five to twenty million dollars and is categorized under NAICS code 624190. The primary point of contact for inquiries is Erin Silva, reachable via email and phone. This effort reflects Texas’s commitment to enhancing foster care services through community-driven solutions, aiming to improve safety and support for vulnerable children and families in rural areas.
