The Pennsylvania Refugee Resettlement Program, established through RFA 01-24, aims to assist refugees and eligible immigrant populations in achieving self-sufficiency shortly after their arrival in the United States. The program is structured into three distinct service Lots: Lot 1 focuses on Refugee Support Services to promote economic independence and reduce reliance on public assistance; Lot 2 addresses services for Unaccompanied Refugee Minors, providing specialized care for refugee children arriving without guardians; and Lot 3 offers social and supportive services tailored to older refugees aged 60 and above. Applicants are permitted to submit proposals for multiple Lots and, where applicable, for different regions, but must submit separate applications for each Lot and Region. The contract size ranges from five to fifteen million dollars, reflecting the program's scope and importance. The solicitation, posted on July 12, 2024, with a deadline of August 30, 2024, is managed by the Pennsylvania Department of Human Services, a State-Led Entity, with Nadine Chinapoo serving as the primary contact. The application process requires the submission of detailed forms, including an Application Cover Sheet that captures applicant information such as legal entity name, contact details, organization type, federal and vendor identifiers, and proposed service regions. Proper completion and signature of these forms are essential for application acceptance. The program emphasizes comprehensive, region-specific proposals to effectively address the diverse needs of refugee populations across Pennsylvania, with the overall contract valued between five and fifteen million dollars to support these critical resettlement and support services.
