The Department of Veterans Affairs Network Contracting Office 1 intends to award a sole source, firm-fixed price contract for a one-year period to Data Innovations Inc. for the maintenance and support of the Data Innovations Instrument Manager software system used across multiple VISN 1 Veterans Affairs medical centers. This software interfaces numerous laboratory instruments and information systems, enabling efficient automation and management of laboratory workflows. The maintenance contract will cover software patches, updates, new versions, driver downloads, language locale updates, and access to a customer web portal for support requests, knowledge base, and email notifications. The software is proprietary to Data Innovations, who are the sole authorized provider for its service and maintenance, particularly critical given the system’s role in transmitting around ten thousand unique laboratory test results daily and its custom data scripting capabilities. This sole source intent applies to several VA medical facilities across the New England region, including sites in Maine, Vermont, Massachusetts, New Hampshire, Rhode Island, and Connecticut. The contract period is scheduled from October 1, 2021, through September 30, 2022. While this is not a request for competitive quotes, vendors capable of meeting the requirements may submit a written response with detailed supporting evidence by the specified deadline. The government reserves the right to proceed with sole source negotiations if no qualified interest is received. The contractor must comply with all applicable VA, Privacy Act, HIPAA, and government security regulations to protect sensitive information throughout the service engagement.
