Diagnostic Ultrasound System Upgrades, Installation, and Training - IHHC

The Navajo Area Indian Health Service is conducting market research to identify qualified sources for procuring two new GE LOGIQ E10s diagnostic ultrasound systems, one for the Kayenta Alternative Rural Hospital in Kayenta, Arizona, and one for the Inscription House Health Center in Shonto, Arizona. The acquisition requires full physical delivery and installation of the systems, integration with existing PACS/DICOM networks, comprehensive commissioning to ensure clinical readiness, and dedicated training and ongoing technical support for healthcare staff. Each system must include a minimum of four transducers—Convex, Linear, Matriz Phased Array, and Microconvex—with an optional Endocavitary probe, along with all necessary accessories, regulatory certifications (FDA/CE), technical and user manuals, network configuration documentation, and warranty materials. The equipment must comply with strict cybersecurity standards, including secure transmission of PII/PHI, encryption in transit and at rest, and adherence to HHS, IHS, and HIPAA requirements, as well as Revised Section 508 and WCAG 2.1 Level AA accessibility standards. A Section 508 Product Assessment Template must be submitted to demonstrate compliance. Respondents must be registered in SAM.gov at the time of submission and provide a comprehensive company profile including UEI, business size, ownership type, socio-economic status (such as 8(a), WOSB/EDWOSB, SDVOSB, HUBZone), and explicit identification of Native American ownership if applicable. Companies claiming Indian-owned Small Business Economic Enterprise (ISBEE) or Indian-owned Economic Enterprise (IEE) status under the Buy Indian Act (25 U.S.C. 47) must complete and submit the IHS IEE Representation Form and certify ongoing eligibility throughout the entire contract performance period, from offer submission through award and performance.
