The Department of National Defence is seeking industry feedback through a Request for Information to procure fourteen Diesel Driven Fire Pumps for use on Halifax-Class Frigates, with an option to acquire twelve additional units. This initiative is part of a broader procurement strategy to ensure the Royal Canadian Navy has reliable, shipboard fire suppression capability that meets strict military standards. The pumps must deliver a flow rate of 147 cubic meters per hour at a total head of 10 bar, weigh no more than 1,214 kilograms without fluids, and fit within specified dimensions of 80 inches by 41 inches by 52 inches including mounts, while being capable of operating at 100 percent load for up to 100 hours annually. Vendors are required to demonstrate compliance with ISO 9001:2015 quality management standards and provide Lloyd’s Register type approval certifications for the engine, oil engine, and pump components, along with OEM certification of conformance. Each unit must be designed to withstand shock and vibration conditions per MIL standards, and the contractor must develop and submit an Acceptance Test Plan for validation through First Article and Final Inspection and Test procedures, with Canadian representatives invited to witness all testing. The procurement process includes a requirement for sustainment through technical support, repairs, overhaul, and a two-year supply of spares and special-to-type packaging for first and second level maintenance, including training delivered in Halifax or Victoria upon delivery of the first unit. Market research is being conducted under the Buy Canadian Policy Suite, the Canadian Free Trade Agreement, the World Trade Organization Agreement on Government Procurement, the Defence Production Act, Our North Strong and Free, and the Federal Contractors Program for Employment Equity, prioritizing Canadian suppliers and content. Responses are due by June 12, 2026, and no contract will be issued as a result of this RFI; a formal Request for Proposal is scheduled for release in August 2026, with contract award anticipated in Fall 2026.
