Digital Asset Management System for WeRemember.ABMC.gov and the Burial and Memorialization Electronic Directory

The American Battle Monuments Commission is conducting market research through a Request for Information to identify viable cloud-based digital asset management platforms capable of enhancing or replacing the current system supporting WeRemember.ABMC.gov and the Burial and Memorialization Electronic Directory. The goal is to find a solution that can manage and preserve large volumes of structured and unstructured digital assets—including burial records, images, documents, and media—while enabling public access through a robust search interface with faceted filtering, fuzzy search, OCR, accessibility features, and map-based exploration. The platform must support internal operations such as records management, workflow approvals, audit trails, and reporting, and must be capable of migrating data from the existing Knowvation and Microsoft SQL environment. ABMC prioritizes commercially available, configurable solutions that require minimal custom development and explicitly rejects vendor lock-in, requiring that administrative controls, configuration, and daily operations remain fully under ABMC’s authority without dependence on proprietary tools. The agency seeks responses from vendors offering proven digital asset management systems such as Alfresco, Aprimo, ArchivesSpace, AtoM, Axiell DAMS, Bynder, Canto, Hyland, Nuxeo, OpenText, Preservica, ResourceSpace, or comparable alternatives. Hosting models may be vendor-hosted, customer-hosted, or hybrid, with a strong preference for FedRAMP Moderate-certified providers, though commercially available solutions with robust federal-grade security controls may be considered. Vendors must describe their security architecture covering role-based access, least privilege, encryption, continuous monitoring, vulnerability scanning, audit trails, and compliance with federal records and information assurance requirements. Responses must include detailed technical approaches, migration strategies, rough order of magnitude cost estimates for licensing, implementation, migration, training, hosting, and ongoing maintenance, as well as relevant past performance, SAM.gov registration status, and evidence of successful transitions. Submissions are limited to 20 pages and must be delivered to Jessica Young by July 10, 2026.
