AI Contract Overview
The Corporation for National and Community Service, operating as AmeriCorps, has issued an RFI under solicitation number NCCC-VISTA26-0180 to gather information on potential digital recruitment platforms, specifically targeting college-aged individuals aged 18 to 28, to enhance volunteer recruitment for its VISTA and National Civilian Community Corps programs. The RFI seeks white papers from vendors outlining capabilities to support recruitment through platforms like Handshake, including proposed solutions, cost and schedule estimates, and existing contract vehicles such as GSA Schedules. Responses must be submitted as a single PDF document no longer than ten pages, using a minimum 12-point font, and must include the vendor’s name, primary point of contact details, address, Unique Entity ID, business size classification with applicable socioeconomic designations, contract vehicles available for future awards, and a recommendation on the proposed NAICS code 518210 or an alternative. All submissions are due by 1:00 PM EST on July 29, 2026, via email to Andrew Sargeant with the subject line “RFI – Handshake – [vendor name]”. This RFI is strictly for information gathering and does not obligate the Government to award a contract or pay for any submitted information; all responses become Government property and may be used to inform future solicitations. Vendors are advised that no feedback on submissions will be provided and that participation in this RFI does not guarantee eligibility for future procurements. The Government may conduct follow-up meetings solely for clarification purposes, and classified, confidential, or sensitive information must not be included. The proposed performance scope involves deploying a digital recruitment infrastructure to facilitate nationwide outreach to over 20 million college students across 1,600 institutions. If a solicitation follows, the resulting contract would be a five-year firm-fixed-price arrangement with a one-year base period and four one-year option periods, subject to funding and agency discretion. Contractual obligations include adherence to federal information security standards such as FISMA 2014, NIST SP 800-53 Rev 4, and NIST SP 800-171 Rev 1, requiring contractor personnel to undergo background investigations, maintain appropriate clearances, and sign non-disclosure agreements. Contractors must also comply with organizational conflict of interest provisions under FAR Subpart 9.5, disclose any OCIs immediately, and implement mitigation plans if required. Amendment #1: The purpose of this amendment is to change the RFI response date from 8/5/26 1 PM EST to 7/29/26 1 PM EST.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Per FAR 52.215-3. (a) The Government does not intend to award a contract on the basis of this Request for Information (RFI) or otherwise pay for the information solicited. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this RFI should not anticipate feedback regarding its submission. This RFI does not commit the Government to contract for any supply or service. The Corporation for National and Community Service (AmeriCorps) is not currently seeking proposals. AmeriCorps will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. AmeriCorps reserves the right to cancel the RFI process at any time. All responses to this RFI become the property of the Federal Government and will not be returned.
Background and Purpose: For nearly three decades, The Corporation for National and Community Service (AmeriCorps) has tapped the ingenuity and courage of the American people to meet our toughest challenges. Working with nonprofit and community organizations, state and local agencies, Tribal nations, and other partners, AmeriCorps programs improve lives, strengthen communities, and foster civic engagement through service and volunteering. Each year, AmeriCorps engages Americans of all ages and backgrounds in sustained, results-driven service at thousands of locations across the country, meeting a wide range of community needs in education, health, economic opportunity, disaster services, environmental stewardship, and supporting veterans and military families.
The Domestic Volunteer Service Act, VISTA’s legislating authority, requires that the program establishes and maintains a Volunteer placement office and is responsible for all functions related to the recruitment and placement of Volunteers.
Under the national service program component of the National Civilian Community Corps Program authorized by section 152(a), eligible young people shall work in teams on National Civilian Community Corps projects. The Corporation shall disseminate information regarding available approved national service positions through cooperation with secondary schools, institutions of higher education, etc.
AmeriCorps VISTA and NCCC seek a college recruitment platform such as Handshake to improve recruitment. Since a large amount of AmeriCorps members across the network are 18-28 years old, reaching current and recently graduated college students is critical to this objective. With Handshake, AmeriCorps will be able to seamlessly communicate with over 20 million college-aged individuals at over 1,600 universities and colleges and promote service opportunities to this group.
