Z2DA--Notice of Intent to Sole Source VISN 22 Phoenix UESC Phase 2The Department of Veterans Affairs plans to award a sole-source, firm-fixed-price task order to Southwest Gas Corporation for Phase 2 of the Utility Energy Services Contract at the Carl T. Hayden VA Medical Center in Phoenix, Arizona. This phase follows the completion of an Investment Grade Audit in Phase 1 and will encompass engineering, construction, commissioning, and an 11-year Measurement and Verification period for a suite of energy conservation measures, including boiler and chiller replacements, heat recovery systems, lighting retrofits, building automation upgrades, steam trap and insulation improvements, water conservation fixtures, cooling tower enhancements, and solar photovoltaic system replacements. The implementation period is estimated at 33 months, with funding derived from a hybrid model combining VA non-recurring maintenance funds and utility-arranged financing. The action is authorized under 42 U.S.C. § 8256, which permits federal agencies to enter into energy service contracts with utility providers serving the facility, and sole-source justification stems from Southwest Gas being the exclusive utility serving the medical center with the statutory authority to deliver UESC services. This acquisition is a direct follow-on to prior UESC work already performed by Southwest Gas under Phase 1, and selecting another provider would necessitate redoing the Investment Grade Audit, duplicating design and engineering efforts, risking project inconsistencies, and introducing significant schedule delays. While this notice does not constitute a solicitation, responsible entities that believe they may meet the statutory criteria under 42 U.S.C. § 8256 and can deliver the full scope of integrated services—including financing coordination, phased construction in an active medical environment, and long-term measurement and verification—may submit a capability statement of no more than five pages. Submissions must include evidence of legal eligibility as a serving utility for the facility, proven experience with similar UESC projects, and the capacity to complete work without disrupting patient care. Responses are due by July 23, 2026, and must be submitted electronically to the designated Contracting Officer, with no reimbursement provided for preparation costs. The government reserves full discretion to determine whether to proceed without competition based on the responses received.

Purchase of Natural Gas for Power PlantLouisiana Tech University is soliciting natural gas for power generation under solicitation number 50012-657-27, with responses due by August 3, 2026. The procurement follows a commercial natural gas supply framework aligned with NAESB standards, requiring delivery of approximately 15,000 MMBtu per month at a rate of $2.00 per MMBtu over an 11-month period from November 2026 through September 2027, totaling an estimated contract value of $330,000. The agreement defines the Seller’s responsibility for transporting gas to designated Delivery Point(s) within Louisiana, with title and risk transferring upon delivery; the Buyer assumes responsibility for post-delivery transportation and associated taxes. Payment will be made via wire transfer, with netting provisions allowing offsetting obligations between parties, and confidentiality is strictly enforced regarding pricing and contract terms. Performance is contingent on gas meeting Receiving Transporter specifications for pressure, quality, and heat content, with liability falling on the Seller for noncompliance. Creditworthiness is a mandatory condition precedent, and parties may be required to provide financial assurances such as letters of credit or cash deposits. The contract incorporates special provisions tied to FERC tariff compliance and references a single sheet of addendum content, but lacks defined delivery dates, precise Delivery Point locations, and formal contract type classification such as FFP or IDIQ. No evaluation criteria, award methodology, line-item structure, or inspection procedures are specified in the solicitation, and while general certifications regarding non-boycott compliance and exclusion list eligibility are referenced, representations related to size status, UEI/CAGE codes, or socioeconomic set-asides are absent. The solicitation does not mandate use of electronic invoicing systems or federal accounting codes, and no Contracting Officer’s Representative or technical point of contact is named; submissions must be physically mailed or delivered to the university’s office in Ruston, Louisiana, and must be signed to be considered responsive.

Natural Gas Supply 2026This solicitation, FA665626Q0009, seeks a firm-fixed-price natural gas supply contract for a 12-month period under the Revolutionary FAR Overhaul and R-DFARS, with a 10-day response window due to the volatility of natural gas markets. All quotations must be submitted via SAM.gov, be valid for 15 days, and clearly state pricing in MCF units. The government’s annual consumption is estimated at 55,000 MCF, with monthly usage patterns provided, and all gas must meet industry standards for purity. Only vendors certified by the Public Utilities Commission of Ohio as natural gas generators are eligible, and Offerors must maintain active, accurate SAM registrations with complete representations and certifications. The contract will be awarded to the lowest-price, technically acceptable offer that satisfies all mandatory requirements, with payments processed exclusively through Enbridge Ohio Gas under account number 5500019027512. Supplies must be of domestic origin, and compliance with numerous RFO and R-DFARS provisions and clauses covering cybersecurity, procurement integrity, labor standards, environmental protections, and anti-corruption measures is required. Funding is not currently available, and the government assumes no obligation to award a contract or reimburse quotation preparation expenses. The solicitation is fully open with no set-aside, targeting small businesses under the NAICS code 221210 with a 1,000-employee threshold. Offerors must provide their UEI and valid CAGE code matching their SAM registration, and responses must be received by the deadline of July 6, 2026 at 2:00 p.m. Eastern Time. Technical and commercial compliance with all incorporated provisions—especially those related to domestic sourcing, prohibited business practices, cyber safeguards, and whistleblower protections—is mandatory. The contract includes clauses addressing termination for convenience, default, subcontractor oversight, and pricing adjustments, and emphasizes adherence to the order of precedence for utilities. Failure to meet any of the four unique requirements—PUCO certification, SAM activity and completeness, domestic origin, and adherence to the 15-day quote validity—will result in disqualification. All submissions must follow FAR 52.212-1 instructions and be directed to the point of contact listed for the 910th CONF/PK office in Vienna, Ohio.
