The Department of Defense Information System Agency (DISA) is seeking industry collaboration to develop H.323-based Voice Over IP (VOIP) standards that meet the DoD's Assured Connectivity requirements. This initiative addresses the critical need for VOIP systems capable of supporting mission-critical communication during network congestion or failure, a capability currently managed in circuit-switched networks by the Multi-Level Precedence and Preemption (MLPP) protocol. Given the growing deployment of IP-based PBXs within the DoD, creating interoperable VOIP standards for command and control networks is essential to ensure reliable and secure communications. This effort focuses on voluntary, no-cost industry participation primarily conducted via email and teleconferences, with few in-person meetings expected. Interested organizations are encouraged to engage with DISA through the designated point of contact, Mr. Mike Morgan. It is important to note that this solicitation is not a procurement action, and participants will bear their own expenses without any financial obligation or reimbursement from the government. The goal is to collaboratively establish a VOIP standard profile that supports assured service via MLPP to enhance the Department of Defense’s communication capabilities.

Full Description

NA Defense Information System Agency (DISA) is working on Voice Over IP (VOIP) standards that support DoD requirements. The current focus of this effort is on H.323-based VOIP standards for Assured Connectivity. Assured Connectivity is a DoD requirement to enable mission critical users to complete VOIP calls in times of network congestion or failure. Multi-Level Precedence and Preemption (MLPP) is the solution for this requirement in circuit switched networks. This effort is in response to an urgent need to have interoperable VOIP systems within DoD. IP-based PBXs have been deployed in DoD, and more deployments are expected. For interoperability and use of VOIP in DoD's command and control networks, VOIP stand ards that support this requirement are needed. DISA is seeking industry participation in developing H.323 standards to support the Assured Connectivity requirement. We expect that this effort will be done mostly through emails and teleconferences, with minimal number of face-to-face meetings. Intereste d industry organizations should contact the DISA POC, Mr. Mike Morgan. This is not a procurement action. This is a solicitation for no-cost, voluntary participation in development of the standard. Industry organizations participating in this effort will do so at their own expense. This announcement does not obligate DISA/IN/ IN31 or any other government organization to reimburse any participants' expenses.

The Federal Aviation Administration is conducting market research through an Industry Day event from December 8 to 10, 2026, to inform the future acquisition of Domestic Datalink Services (DDLS). This initiative aims to replace the Data Communication Integrated Services contract expiring on September 30, 2029. The primary objective is to secure operational network services and monitoring, known as Data Communications Network Service, to support the EnRoute Automation Modernization System and Tower datalink System. These services are critical for the routing and delivery of Controller Pilot Data Link Communication messages for Air Traffic Control within Domestic NAS airspace, requiring 24/7 availability. The FAA is considering the establishment of one or multiple 10-year contracts, utilizing either a Firm Fixed Price performance-based structure or a Firm Fixed Price with Economic Price Adjustments. While this notice is not a formal solicitation or a request for proposals, the agency is seeking vendor capability statements under NAICS Code 517810 to refine its acquisition strategy, with a formal Screening Information Request expected in the second quarter of FY2029. Interested vendors must submit registration forms and capability statements by November 10, 2026, to Pearl Winston. Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.
