Solicitation SB1341-14-RP-0030 is a 100 percent small business set-aside procurement issued by the Department of Commerce NIST for the disassembly and reassembly of the 4.45 MN Deadweight Force Standard Machine in Gaithersburg, Maryland. The project involves the partial disassembly of the machine's weight stack to perform maintenance and recalibration on approximately ten of the twenty 50,000 lb weights. This process requires a full machine shutdown and a prescribed disassembly sequence to move components to a high bay area for wear inspection. Parts identified as worn will be sent for re-machining, while those in good condition will be staged for recalibration. The recalibration phase is expected to last between three to five months, after which the weight stack must be reassembled and tested. This effort falls under NAICS code 238390 and is managed by Contracting Officer Brian Johnson.

Brief Statement Of Work: The weight stack of the largest NIST Deadweight Force Standard Machine will be partially disassembled in order to perform maintenance and recalibration on an expected ten of the twenty 50000 lb weights that comprise the machine. Removal of the weights will require shutdown of the machine and disassembly of the individual weights in a prescribed fashion. The disassembled parts will be removed to the high bay area outside the weight room and immediately inspected for wear. Components requiring re-machining will be set aside for removal to the machine shop; components in good condition will be reassembled and stacked in anticipation of subsequent recalibration. Recalibration of all removed weights will require as long as three to five months, after which the weight stack will be reassembled and tested NAICS Code: 238390 Size: $14 Million The solicitation is expected to be released on or about May 29, 2014. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
