The Discovery Solar PV and Storage Project, managed by Discovery Solar PV and Storage, LLC, is a renewable energy initiative located on approximately 7,700 acres of privately owned land in southeastern Kern County, California, specifically near Mojave. The project is designed to generate up to 1,400 megawatts of solar energy and provide up to 8 gigawatt-hours of energy storage capacity. Key infrastructure includes photovoltaic solar modules, battery energy storage systems, a 230 kilovolt switchyard, up to three onsite collector substations, an operations and maintenance facility, and a generation-tie line connecting the facility to the existing Windhub Substation. The project has undergone an extensive environmental review process under the California Environmental Quality Act, including the preparation of a Draft Environmental Impact Report and consultations with the California Department of Fish and Wildlife and the Native American Heritage Commission. Key environmental considerations include the protection of special-status species, such as the western Joshua tree and Mojave desert tortoise, and the preservation of tribal cultural resources. The project is subject to prevailing wage requirements and community workforce agreements for construction exceeding one million dollars. Construction is scheduled in phases starting in October 2025, with system installation and building construction continuing through June 2027. Final approval was granted via a Notice of Determination issued by the Kern County Board of Supervisors on June 16, 2026.
