Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

Request for Proposal (RFP) - Resilient Missile Warning Tracking (RMWT) Low Earth Orbit (LEO) Ground Entry Points (GEPs)
Solicitation # FA240126R0003
The Space Development Agency is soliciting proposals under solicitation FA240126R0003 for the Resilient Missile Warning Tracking Low Earth Orbit Ground Entry Points effort. This acquisition is structured as an Indefinite Delivery Indefinite Quantity contract with a ceiling of 369 million dollars, covering the development, integration, test, operations, and maintenance of Tranche 3 Ground Entry Points at multiple globally dispersed locations. The scope of work encompasses civil engineering from detailed design through construction, the procurement and installation of communications shelters, antennas, optical terminals, and networking equipment, as well as the development of Ground Support Equipment and Auxiliary Development Units. The contract includes an ordering period from March 31, 2027, to September 30, 2031, with option periods extending through September 30, 2035. Award will be determined using a best value tradeoff process where technical, management, and past performance factors are combined and considered significantly more important than price. The technical evaluation focuses on the understanding of requirements, feasibility of approach, and scalability, while management is assessed based on project and schedule management, subcontractor oversight, and security handling. Proposals must be submitted in seven volumes via the DoD Secure Access File Exchange by 4:00 PM Eastern Time on November 23, 2026. Large business primes are required to meet a minimum quantitative requirement of 5 percent small business participation. The contract utilizes a mix of Firm Fixed Price for primary labor and materials and Cost Reimbursable arrangements for other direct costs and travel.

AI Contract Overview

The Naval Nuclear Laboratory is issuing a solicitation for testing aimed at understanding how non-condensable gases such as nitrogen, hydrogen, and oxygen behave when dissolved in water under various transient conditions. The experiments will focus on measuring the rates of diffusion across steam/water interfaces, dissolution into condensates formed from steam and NCGs, removal of dissolved gases during boiling, and release during flashing processes. Each test will be conducted separately for individual gas species to obtain precise, species-specific data. The primary objective is to develop detailed models and coefficients that describe the behavior of these gases under different temperature, pressure, and phase change conditions, which are critical for nuclear system safety and efficiency. The testing will encompass a range of conditions, including varying temperature, pressure, and gas concentrations, to thoroughly characterize the dynamics of NCGs during phase changes such as condensation, boiling, and flashing. The data collected will support the development of accurate predictive models for NCG behavior in nuclear water systems. The contract, managed by Fluor Marine Propulsion under the DOE, is open for responses until June 30, 2025, and is located in Schenectady, NY. Interested parties can contact the designated point of contact via email for further details or to submit proposals.

Full Description

The Naval Nuclear Laboratory is seeking to perform a series of experiments to quantify the changes in concentration of non-condensable gases (NCGs) dissolved in water when experiencing various transients including phase change. The following transients are being considered for testing: - The rate of diffusion of dissolved NCGs across a steam/water interface. - The rate at which NCGs are dissolved into solution in a condensate that is formed in an environment consisting of a mixture of steam and NCGs. - The rate at which dissolved NCGs are removed from solution in a volume of water that is boiling. - The rate at which dissolved NCGs are removed from solution as water is flashed to steam. The NCGs of interest include nitrogen, hydrogen, and oxygen. Testing should be repeated using each gas species individually rather than as a mixture. The following provides specific considerations for the various tests listed above. Diffusion Transient Tests The rate of diffusion of dissolved NCGs across a steam/water interface should be measured over a range of temperature and pressure conditions. The goal of this experiment would be to develop gas species specific diffusion coefficients as a function of temperature and pressure over a range of interest. Condensation Transient Tests The rate at which NCGs are dissolved into a solution in a condensate that is formed in an environment consisting of a mixture of steam and NCGs should be measured over a range of temperatures, steam partial pressures, and NCG partial pressures. The goal of this experiment is to obtain sufficient data to thoroughly characterize the rate at which NCGs are removed from the steam/NCG mixture as steam is being condensed. Boiling Transient Tests The rate at which dissolved NCGs are released from solution in a volume of liquid water that is boiling should be measured over a range of saturation pressures and dissolved NCG concentrations. The goal of the experiment is to obtain sufficient data to thoroughly characterize and model the rate of NCGs being removed from solution during boiling. Flashing Transient Tests The rate at which dissolved NCGs are being removed as flashing occurs should be measured over a range of conditions. The goal of this experiment is to obtain sufficient data to thoroughly characterize and model the rate at which dissolved NCGs are released from solution during the flashing process.
