The Department of Commerce Headquarters project, located at 1401 Constitution Avenue, Washington DC is a multi-phase project. Phase 3, which was completed in August 2015, was awarded to Steelcase. For the Phase 4 procurement, this exception is being requested for only floors 3, 5, and 6. The remaining floors, Basement, 1, 2, 4, and 7 shall be competed between both manufacturers. Some of the open work spaces on floors 3, 5, and 6 are contiguous and/or adjacent to Phase 3 spaces. This floor plan presents the possibility of the two different vendors' product being installed side by side. The supporting rationale to sole-source Floors 3, 5, and 6 of the Phase 4 procurement is to prevent this scenario of the two vendors abutting each other. The 4 locations where this situation would occur are indicated with shading (in yellow) on the 3 floor plans included below.
