Solicitation AG-0116-S-09-0107 is a total small business set-aside request for quotation issued by the Department of Agriculture's Forest Service for the production of a 30-minute video documentary. The project focuses on the historical removal of Southeast Alaska Native fish camps, smokehouses, and cabins during the 1930s through the early 1960s, told from the perspectives of both the Forest Service and the affected Tribes. The documentary aims to document the healing of these relationships and the commitment to a new era of trust and respect, serving as an educational resource for local, national, and international audiences. The final product must be completed in time for the 75th General Assembly of the Central Council of Tlingit and Haida Indian Tribes of Alaska in April 2010. The contractor is required to deliver a 30-minute documentary suitable for public broadcasting and 20 menu-driven DVDs for educational purposes. The Forest Service will provide background information, interview transcripts, and a no-cost special use permit for filming on National Forest System lands in Southeast Alaska, including locations such as Angoon, Sitka, and Hoonah. The contract is a firm-fixed-price agreement with an estimated budget of 20,000 dollars. Proposals are evaluated based on technical capability, past performance, and price, with the first two factors combined being roughly equal in importance to price. The government retains unlimited rights to all data produced under the contract.
