F--DOUGLAS HILL CUT AND PILE (PHASE 1)

The contract entails hand-thinning operations using chainsaws on approximately 567.8 acres in Phase I, with an optional additional 447.7 acres in Phase II, totaling up to 1,015.4 acres for vegetation treatment aimed at reducing wildland fire risk. The work involves removing pinyon and juniper trees with a Diameter at Breast Height of 12 inches or less, incorporating standing dead and downed material into piles, and leaving brush species untreated, all while preserving recreation trails and survey monuments. Performance is scheduled to begin no earlier than August 15, 2026, with a base performance period of 120 days from the Notice to Proceed, extendable by one-time weather extension through May 15, 2027, and a total performance ceiling of six months. The contract is strictly a 100% small business set-aside, evaluated under the Lowest Price Technically Acceptable method, where offerors must pass technical acceptability and past performance thresholds before price is considered. Compliance with federal regulations is mandatory, including adherence to OSHA safety standards, federal spark arrester requirements, mandatory carry of fire suppression equipment on-site, and communication protocols with the Contracting Officer’s Representative. All work must meet a minimum 85 percent Acceptable Quality Level, with failure leading to rework opportunities and potential suspension of operations if standards are not met after correction. Payment is governed by the Treasury’s Invoice Processing Platform system, with contractors required to register for IPP access and submit a release of claims using form DI-137 prior to final payment. The contractor must maintain SAM registration, provide a Unique Entity Identifier and CAGE code, and ensure all employees are supplied with uniforms or reimbursed for their cost. The National Interagency Fire Center, through the Bureau of Land Management office in Boise, Idaho, administers the contract and appoints a Contracting Officer’s Representative for technical oversight. All proposals must be submitted by June 11, 2026, and include signatures on required sections along with certified representations regarding small business status, tax compliance, security prohibitions, and non-involvement in prohibited internal confidentiality agreements.
