AI Contract Overview
The U.S. Army’s Mission and Installation Contracting Command (MICC) Theater Support Center, in partnership with multiple Army agencies including the Army Materiel Command, Installation Management Command, and Anniston Army Depot, is facilitating an Industry Day event on May 13–14, 2026, at Anniston Army Depot to introduce potential vendors to the ANAD FORGE 2.0 initiative, a multi-million-dollar Other Transaction Authority (OTA) program under 10 U.S.C. § 2808a. This program aims to modernize facility infrastructure through the design and construction of four key facilities—a Component Remanufacture Facility, a Missile Maintenance Facility, a Paint Facility, and a Storage Facility—with an estimated total funding ceiling of $600 million to $665 million. The Industry Day provides businesses of all sizes and socioeconomic categories with direct access to decision-makers from MICC, AMC, and ANAD DPW, offering briefings on the acquisition timeline, OTA process, site visits, and exclusive one-on-one meetings to discuss potential prime vendor roles. Registration is mandatory and must be completed by noon CT on May 6, 2026, via a required Excel form that includes company SAM UEI, attendee names and contact details, government-issued identification numbers, citizenship status, company website, and an updated capability sheet; submissions must be sent securely to Jennifer Hastedt and other designated POCs via encrypted email or DoD SAFE due to the inclusion of Personally Identifiable Information. The OTA solicitation, identified as W91QEY-26-R-A002, operates outside the traditional Federal Acquisition Regulation framework and seeks proposals that deliver innovative, cost-efficient technical solutions with a strong emphasis on quality control, construction capabilities, and overall value rather than lowest price. Proposals must be submitted in two volumes—a 60-page technical volume in PDF format detailing design approach and construction methodology, and a separate Excel price volume—with no individual CLIN pricing provided in the public documentation, though the total program budget is clearly defined. Evaluation is holistic and trade-off based, prioritizing superior technical merit including innovation, schedule feasibility, coordination with utility providers, and adherence to safety standards such as EM 385-1-1 and ANSI codes. Contractors must comply with strict labor standards, including overtime pay requirements, weekly certified payroll submission, and retention of records for three years, as well as prohibitions on hazardous materials like asbestos, lead, and hexaval
