The Department of Defense (DoD) has released the draft Request for Proposal (RFP) for the Joint Enterprise Defense Infrastructure (JEDI) Cloud contract, aimed at acquiring cloud computing services to meet evolving defense needs. This draft solicitation, posted in multiple phases between early 2018 and mid-2018, provides comprehensive documentation including pricing scenarios, a draft DD Form 254, cybersecurity policy guidance, and a detailed question-and-answer matrix addressing industry inquiries from previous drafts. The process has been designed to be highly transparent, with numerous opportunities for industry feedback through structured comment resolution matrices and clearly defined deadlines for submission. Feedback received from a broad range of vendors, coalitions, and government agencies has been incorporated in successive draft releases to better clarify and refine the requirements, with the final solicitation anticipated for release in May 2018. The draft solicitation package covers updated sections of the RFP including objectives, pricing templates, cybersecurity plans, definitions, contract data requirements, and task orders, consolidating the totality of the DoD’s JEDI Cloud requirements. The DoD has emphasized its intention not to tailor requirements to specific vendors but to seek inputs that improve clarity and feasibility. All communications are managed through specified channels, with strict rules on submission deadlines and the non-disclosure of proprietary or company-specific information. The contract opportunity is managed by Washington Headquarters Services under solicitation number HQ003418R0077-JEDI_Cloud_DRAFT_RFP, with points of contact provided for further inquiries. This acquisition is positioned as a significant modernization step for DoD cloud computing capabilities, reflecting a concerted effort to engage industry collaboratively while maintaining robust cybersecurity and regulatory compliance.
