Minor Modification No. MIM 25-056 Project Location - Specific: 14600 Avenue 420, Orosi, CA
Solicitation # MIM 25-056
Orosi Rock, LLC, owned by Gary Reiff, is seeking to extend the operational life of its existing surface mining facility located at 14600 Avenue 420 in Orosi, California, from the original expiration date of 2025 to 2045 under Permit PMR 11-003. This request is formalized as Minor Modification No. MIM 25-056 and is being processed as a categorical exemption under the California Environmental Quality Act (CEQA) Class 1, Section 15301, which applies to the continued use of existing facilities without changes in intensity, scope, or physical expansion. The project involves no new construction, increased production, or environmental impact beyond the current authorized operations, and approval is contingent upon compliance with this regulatory exemption rather than through a competitive procurement or detailed environmental review. The County of Tulare acts as the lead agency with oversight authority, and the modification does not include financial terms, pricing, contract clauses, or procurement-specific elements such as evaluation factors, payments, or invoicing systems. Contact for the process is maintained through Tulare County’s Resource Management Agency, with key personnel including Gary Mills, Jessica Wills, and Jose Saenz handling permitting and environmental review, while the applicant, Orosi Rock, LLC, remains responsible for operational compliance. No federal acquisition regulations, contract clauses, or standardized federal procurement structures are involved, as the action is purely a local land use and environmental regulatory adjustment under state law.

Surface Mining Permit/Interim Management Plan No. PMR 25-001
Solicitation # PMR 25-001
CEMEX Construction Materials Pacific, LLC is seeking approval for an Interim Management Plan for its 230-acre Lemon Cove Surface Mining Site located in the AE-20 Exclusive Agricultural Zone in Tulare County, California. The plan is designed to ensure the site remains environmentally stabilized and properly maintained during periods of inactivity, preventing degradation until mining operations resume or reclamation efforts begin. This is not a competitive procurement but a ministerial action under the California Environmental Quality Act (CEQA), specifically exempt under Public Resources Code Section 2770(h) and Section 21080(b)(1), meaning it requires no environmental impact review and is processed administratively by Tulare County’s Resource Management Agency. The beneficiary of the plan is the State of California and Tulare County, with no assigned contract value, pricing, or financial terms because it is a permitting and regulatory compliance process rather than a purchase of goods or services. The primary deliverable is the approved plan itself, which must conform to standards set by the State Mining and Geology Board and comply with local land use regulations without altering the existing land designation or authorizing new construction. The project’s place of performance is clearly defined as the mining site situated approximately 0.68 miles northwest of State Highway 198 and on the south side of State Highway 216 in Woodlake, California. No period of performance, delivery schedule, or FOB terms apply, as no procurement or contract award is involved. There are no Federal Acquisition Regulation (FAR) clauses, contract types, payment offices, invoicing methods, accounting codes, or COR/COTR designations, as this is a state-level environmental permitting action. The application is submitted to the County of Tulare, with key contacts including Gary Mills, Jessica Wills, and Jose Saenz from the Resource Management Agency. There is no specified deadline for submission, and documents may be filed electronically or via hard copy. No representations, certifications, socioeconomic statuses, UEI or CAGE codes, or small business designations are required or provided, as the process does not involve federal contracting procedures. The focus remains solely on regulatory compliance, environmental stewardship, and administrative approval under California law, with inspection and acceptance governed by county oversight and adherence to state mining and environmental guidelines.

Non-Research Long-Term Care facility needed for the enrichment and socialization of Non-Human Primate colony
Solicitation # 75D30126Q79062
The Centers for Disease Control and Prevention, through its Office of Acquisition Services, is seeking a qualified sanctuary to assume permanent ownership and long-term care of approximately 130 retired non-human primates, primarily rhesus and pigtailed macaques, no longer needed for federal research. The facility must be accredited by the Global Federation of Animal Sanctuaries and operate as a true sanctuary with no research, breeding, buying, selling, trading, or sale of animal byproducts, and must prohibit direct public contact. The contractor must provide naturalistic, GFAS-compliant enclosures and implement structured social group formation, behavioral rehabilitation, and lifelong veterinary and husbandry care for each animal, ensuring their physical and psychological well-being in perpetuity. All animals must remain at the facility unless transferred for critical health reasons, and the contractor must sterilize any unsterilized animals within six months of intake. The procurement is a firm-fixed-price contract with mandatory pass/fail screening for GFAS accreditation, after which offers are evaluated holistically based on facility design, staffing, animal management plans, past performance, and price, with technical and performance factors significantly outweighing cost. The contract requires submission of detailed transport, intake, and care plans, coordination with USDA-licensed transporters at the CDC Royal Campus in Atlanta, Georgia, and a final report documenting full integration of the animals. Payment terms are structured as monthly invoicing for transportation, food, and intake activities, with a lump-sum payment upon completion of all animal transfers. The contractor must comply with strict records management obligations under federal law, including NARA and Privacy Act requirements, and ensure all employees receive CDC-provided records training. Proposals must be submitted electronically by July 23, 2026, and must include proof of SAM registration, affirmative certifications regarding payments and confidentiality, and be organized into three volumes covering accreditation, facility and operational plans, and staffing with pricing. The contracting officer is Jennifer Gartzke, and all payments will be made via electronic funds transfer upon proper enrollment through SAM or the ACH Vendor Enrollment Form, with invoicing directed to the CDC Office of Financial Resources in Atlanta.

The Centers for Disease Control and Prevention (CDC), through the National Institute for Occupational Safety and Health (NIOSH), is soliciting proposals for a Firm Fixed Price contract to provide professional public health informatics and epidemiological support. The objective is to implement, expand, and evaluate electronic case reporting (eCR) for priority occupational respiratory diseases, specifically silicosis, asbestosis, work-related asthma, and malignant mesothelioma. The selected jurisdictional public health department will be responsible for establishing eCR connectivity to AIMS and RCKMS platforms, developing clinical logic sets, validating trigger performance, and creating standardized workflows for occupation and industry data. Key deliverables include a project plan, IRB/PRA documentation, interim and final reports, and knowledge dissemination materials such as webinars and digital resources. The period of performance is a 12-month term from September 1, 2026, through August 31, 2027, with work performed at the contractor's facilities in Atlanta, Georgia. Proposals must be submitted in two separate volumes—Technical and Price—by August 25, 2026. The technical proposal is limited to 25 pages and will be evaluated based on the technical approach, staffing plan, and management plan. Award will be based on a best value trade-off, requiring the proposal to be technically acceptable and offer a fair and reasonable price. Modernized VAERS Reporting Application
Solicitation # 75D301-26-Q-00146
Solicitation 75D301-26-Q-00146 is a firm fixed price contract issued by the Centers for Disease Control and Prevention to develop a modernized, mobile-friendly web application for the Vaccine Adverse Event Reporting System (VAERS). The project focuses on improving the reporting experience for consumers and healthcare providers through human-centered UX/UI design, featuring a redesigned landing page, branching logic workflows, intelligent validation, and a low-code interface for CDC personnel. The application will be hosted in the CDC-managed MS Azure environment and must adhere to strict federal standards, including HIPAA, FISMA, FedRAMP, and Section 508 accessibility compliance. Key performance targets include page load times of 3 seconds or less, median submission times under 10 minutes, and a 30 percent reduction in submission abandonment. The period of performance runs from September 28, 2026, to June 27, 2027, with a not-to-exceed estimate of 31,500 dollars. Award will be based on a best value tradeoff process where technical approach, management plan, and similar experience are significantly more important than price. Contractors are required to provide a project management plan, submit monthly status reports, and participate in bi-weekly technical reviews. Additionally, any use of artificial intelligence must be disclosed and managed through a formal AI Use Compliance and Risk Management Plan to ensure ethical standards and non-discrimination. Performance is primarily remote, though coordination with CDC personnel in Atlanta, Georgia, is required.
