The contract involves a sole source purchase order awarded by the 4th Contracting Squadron at Seymour Johnson Air Force Base to International Automated Systems, Inc. This agreement establishes a Preventive Maintenance Agreement for the External Aircraft Fuel Tank Conveyer Storage System, a proprietary product unique to this manufacturer. The system is critical for the Seymour Johnson Vertical Tank Storage Facility, offering significant advantages in space efficiency and storage capacity by holding 285 more external fuel tanks than conventional stands in an organized, centralized manner. With three lines capable of storing 100 tanks each, the system operates primarily on commercial power with backup generator support, and it can also be manually operated in case of electrical failure. The system’s continuous operation is vital to the mission, and its replacement value is approximately $1.4 million. Due to the proprietary nature of the system and the absence of alternative suppliers capable of providing the necessary components, technical data, and maintenance expertise, the contract will proceed without competition under Simplified Acquisition Procedures, as authorized by federal regulations. International Automated Systems, Inc. previously maintained the equipment, possessing the detailed knowledge required for effective upkeep. The solicitation was posted on June 23, 2014, with a closing date for responses set for June 27, 2014, and an anticipated award date of July 3, 2014. Points of contact for this procurement include A1C Orlando Loaiza and MSgt Michael Demers at Seymour Johnson AFB.
