This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Revolutionary Federal Acquisition Regulation (RFO) Part 12 and is being issued as a Request for Quote (RFQ).The U.S. Army Corps of Engineers (USACE), Pittsburgh District, requires Water Treatment Plant Operator Services at East Branch Clarion River Lake located at 631 East Branch Dam Road, Wilcox, Pennsylvania 15870. The contractor shall furnish all labor, supervision, management, transportation, materials, tools, equipment, testing, supplies, and incidentals necessary to operate, inspect, maintain, test, and perform minor repair services for the potable water treatment system in accordance with the Performance Work Statement (PWS).The potable water treatment system supports campground facilities, concession facilities, sanitary disposal stations, boat launch restroom facilities, administrative buildings, maintenance buildings, and vacant dwellings. The system consists of sodium hypochlorite addition, a static mixer, two Greensand Plus filter systems, an 8,000-gallon finished water storage tank, and a distribution system.The contractor shall provide a qualified Operator of Record possessing a current minimum Pennsylvania Department of Environmental Protection (PADEP) Class A Water Operator license and shall perform all required testing and operational responsibilities associated with the potable water treatment system.This procurement will result in a Firm-Fixed-Price (FFP) commercial service contract consisting of a Base Year plus four (4) Option Years, exercised at the Government?s discretion.
