PRE-SOLICITATION EAST RANGE PROVIDE POWER AND COMMUNICATION, BUILDING 86810 Work Order Number HIO21343-2J This procurement will be issued as a 100% Set-Aside for Small Businesses (SB) through RFP procedures under FAR 15 and other FAR Parts and Subparts as applicable. This requirement is for East Range, Provide Power and Communication, Bldg. 86810 located at Fort Huachuca, AZ under Work Order- No. HIO21343-2J, RFP No. W9124A22R0008. The contractor shall provide design/build services and furnish all labor, material, equipment, supervision, transportation, permits, fees, licenses necessary to - Provide Power and Communication, located at Fort Huachuca, Arizona, unless specifically stated otherwise. A non-specific statement of work for this repair project has been provided. The contractor shall prepare a more detailed scope of work outlining their Contract Execution Overview, to include their technical approach, labor hours, materials/equipment, self-performance/sub-contractor, and tentative schedule. The contractor shall field verify the area of work before submitting their SOW and proposal. DA Pamphlet 385-1, NFPA-70, Installation Information Infrastructure Architecture (I3A), and pertinent UFC are referenced in this effort. The As-Built drawing (file #1 As-Built EPG fiber optic) for the existing communication manhole duct will be provide to the contractors in a compact disk (CD). The tentative date for issuing the RFP is on or around Thursday, 16 June 2022; with proposals due 30 calendar days later on-or-around Monday, 18 August 2022 (the RFP will state the exact time/date that proposals are due). The anticipated contract award date is approximately 15 calendar days or less after receipt of proposals. The Contract Performance Period is 150 working days after issuance of the Notice to Proceed. Location of the work is at the East Range area at Fort Huachuca, AZ. NAICS Code 237130 Power and Communication Line and Related Structures Construction is applicable to this RFP solicitation and the Small Business Size Standard is $39.5 M. The Construction Cost Range for this project (Magnitude of Construction) is between $150,000 and $500,000. Interested offerors are asked to please first read over the RFP and all its associated attachments/documents in their entirety prior to forwarding any questions to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed on the solicitation notice on SAM.gov. A Site Visit will be held on Wednesday, 15 June 2022 at 0900 am (Arizona Time). Only one Site Visit will be conducted and no requests for additional Site Visits or make-up Site Visits will be granted. You will have to park in the parking lot at the gate and go to the building and check in. Please allow yourself plenty of time so you can be on time for the Site Visit. Anyone that is 10 minutes late will not be able to attend the Site Visit. It is the responsibility of all interested offerors to check the SAM.gov website as necessary for any Amendments to the RFP (to include the day proposals are due). TYPE OF CONTRACT: A firm-fixed-price contract is expected to be awarded. Note: Davis Bacon prevailing wages for Cochise County, AZ will apply. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation. It is determined that it is in the best interest of the Government to use lowest price technically acceptable source selection process for this requirement.
