NASA Goddard Space Flight Center has awarded a sole source, firm-fixed-price, indefinite delivery-indefinite quantity contract to KBR Wyle Services for workmanship training and Electrostatic Discharge control certifications. This agreement, valued at approximately 1.9 million dollars, covers a five-year ordering period with an option to extend services for up to six additional months. The contract is designed to provide essential training for both GSFC and non-GSFC personnel, ensuring that design and assembly critical providers can receive just-in-time instruction to avoid disrupting mission-critical flight projects. KBR was selected as the sole provider because they are the only contractor with NASA Level A certified instructors located near-site, as required by NASA STD 8739.6. The services will be performed at the Eastern NASA Manufacturing Technology Transfer Center in Greenbelt, Maryland. KBR provides a specialized classroom facility that meets all National Environmental Policy Act and Occupational Safety and Health Administration requirements, offering a safe environment for lecture and practical instruction, including necessary ventilation for soldering and the secure management of optical fiber scrap.

Full Description

NASA Goddard Space Flight Center (GSFC) has a requirement for training and certification courses for GSFC and non-GSFC personnel on Workmanship Standards and Electrostatic Discharge (ESD) Control Certifications. This acquisition is for firm-fixed-price (FFP), indefinite delivery-indefinite quantity (IDIQ) contract with an ordering period of five (5) years from the contract's effective date, along with an option (FAR 52.217-8) to extend services for a period not to exceed six (6) months. NASA GSFC awarded a sole source contract to acquire the services from KBR Wyle Services, (KBR) pursuant to 10 U.S.C. - 2304(c)(1): - Only one responsible source and no other supplies or services will satisfy agency requirements. NASA GSFC requires near-site workmanship training to be conducted by NASA Level A certified instructors per NASA STD 8739.6. To minimize disruption to mission critical services with a number of trainees/participants who are design and assembly critical providers, just-in-time workmanship training is imperative, especially for those trainees supporting flight Projects with tight schedules. KBR is the only contractor that has NASA Level A trainers certified in a near-site location. KBR is able to provide a classroom facility that accommodates both lecture and practical instruction that is functional and safe for the students. KBR's facility provides for adequate ventilation when soldering is being performed and control of optical fiber scrap to prevent injury. The facility also meets the National Environmental Policy Act (NEPA), mini-NEPA (regarding local environmental laws), and Occupational Safety and Health Administration requirements.

Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.

Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
