The Air Force Research Laboratory Information Directorate at the Rome Research Site in New York is preparing to award a sole-source maintenance contract to Eaton Corporation for comprehensive service and support of its critical Uninterruptible Power Supply (UPS) systems. The contract will cover seven distinct UPS units, including models 93PM and 9390-120/100, with a total of 408 battery units, all requiring ongoing maintenance under the Eaton Flex Service Plan. The scope includes three years of coverage for parts, labor, and expenses related to UPS electronics, with 7x24x365 operational availability, a maximum eight-hour response time, and access to a 24/7 technical support and dispatch center. Annual preventive maintenance includes one visit per year for UPS electronics during standard business hours and one visit per year for battery maintenance. The contract will initially cover a base year with two optional one-year extensions. The Government has determined that Eaton is the only qualified provider due to its exclusive ownership of the proprietary diagnostics, software, and design of these UPS systems. Unauthorized service by any third party would void warranties and risk critical operational integrity. The UPS systems are essential for sustaining classified computing, secure communications, and multi-domain mission infrastructure that demands uninterrupted power to prevent data loss or service disruption. While this notice is not a solicitation and no competitive bids are being sought, responsible sources may submit capability statements by the deadline of July 16, 2026, to demonstrate potential competitive advantage; however, the decision to proceed as a sole source remains at the Government’s sole discretion. The anticipated award date is on or before July 27, 2026, and a Justification for Other Than Full and Open Competition will accompany the final award. All inquiries must be directed to Tabitha Haggart at Tabitha.Haggart@us.af.mil.

The Government intends to negotiate a sole source contract with:

Eaton Corporation

8609 Six Forks RD

Raleigh, North Carolina 27615-2966

The Government has determined that no other source has commercial offerings that can meet this requirement. The Information Directorate has ongoing classified computing, secure telephone, video-teleconferencing equipment, and secure networks in support of multi-domain environments that require continuous UPS services. These services must be maintained 24/7 due to critical communication requirements with USAF, Agencies, and other mission partners. The UPS system is the primary power supply backup platform. In order to prevent an interruption in services or loss of data related to the support being provided by this facility, procurement of a support maintenance contract covering hardware and software for this UPS is necessary in the event of a failure event related to the UPS system.

Eaton is the manufacturer of the UPS system and has confirmed that they do not authorize any other service provider. Eaton’s products are constructed and designed by their employees to be worked on by their employees. All diagnostics and software adjustments are proprietary, should non-Eaton employed/certified technicians do any work on the UPS, any warranties would be void.

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to Tabitha.Haggart@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 27 July 2026.

A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
