This solicitation, identified as N0018926QL094-1, is a combined synopsis and solicitation issued under FAR Part 12 for commercial products and services, specifically targeting the procurement of replacement parts and maintenance services for four Eaton Uninterruptible Power Supply units at the United States Naval Observatory in Washington, D.C. The requirement is for a Firm-Fixed-Price purchase order on a brand name or equal basis, with full and open competition and no set-aside for small businesses, despite the NAICS code 811310 and $12.5 million small business size standard. The base performance period runs from May 5, 2026, through May 4, 2027, with four one-year option periods extending through May 4, 2031, and additional flexibility under CLIN 5001 allowing performance to continue until November 4, 2031, specifically for capacitor and battery replacements. All deliveries and services must be priced F.O.B. destination, and pricing must be submitted for preventative maintenance, capacitor replacement, and battery replacement services, though no estimated contract value is provided due to the absence of unit prices in the solicitation. The solicitation mandates full compliance with FAR and DFARS clauses effective through FAC 2025-06 and DFARS Publication Notice 20251110, including critical provisions such as 52.204-7 and 52.204-13 for SAM registration and maintenance, 52.222-54 for employment eligibility verification, and 252.204-7018 prohibiting covered defense telecommunications equipment. Special requirements include PIV verification for personnel, antiterrorism training, and strict data handling rules directing all output to be labeled “DISTRIBUTION D: DOD AND DOD CONTRACTORS ONLY,” with further dissemination requiring written government approval. Contractors must submit electronic quotations via email to Jordan Walton by 11:00 a.m. EST on May 6, 2026, and must be registered in SAM with a valid UEI and CAGE code. Evaluation will be based on technical acceptability as a pass/fail criterion and price reasonableness under a best-value trade-off model, not LPTA. Acceptance is defined at the destination per F.O.B. terms, with full government authority to inspect and reject
