The Department of Homeland Security, specifically U.S. Immigration and Customs Enforcement's Enforcement and Removal Operations in the Baltimore Field Office, intends to award a sole source purchase order for access to the State of Maryland Criminal Justice Information System. This system serves as the primary repository for criminal records and warrants within Maryland and provides essential access to national criminal background check systems. The access is critical for Law Enforcement Officers and Enforcement Removal Assistants to conduct criminal research, perform background checks, identify alien criminals, and support trial attorneys in litigating removal cases. Because the State of Maryland owns and operates the database, they are the only provider capable of fulfilling this requirement under FAR 6.302-1. The procurement falls under NAICS code 518210 and is managed by the Detention Compliance and Removals agency. While this is a notice of intent for a sole source award rather than a request for competitive proposals, the government allows a brief window for interested parties to submit their capabilities for consideration.

THIS IS A NOTICE OF INTENDED SOLE SOURCE AWARD. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), intends to award a SOLE SOURCE purchase order for access to the State of Maryland Criminal Justice Information System (CJIS). The ERO of the Baltimore Field Office requires access to the Criminal Justice Information System (CJIS). This system is utilized throughout the State of Maryland to access valuable online and Federal law enforcement resources. The Baltimore Field Office requires access to this database to perform, criminal research and background checks. This system assists with arrests and is the lead-way into the national criminal background/check system. CJIS will allow ERO Baltimore Field Office the enhanced ability to identify and locate alien criminals. ERO Baltimore needs access to this information because it is the repository for all criminal records and warrants in Maryland. Without access to this information, ERO Baltimore would be limited it their ability to identify criminal aliens and provide the ICE trial attorneys with the information they need to litigate removal cases. This database is not only used by Law Enforcement Officers (LEO's), but also by Enforcement Removals Assistants (ERA's) to conduct BCRs (Background Check Registry) for Office of Chief Counsel (OCC) and for targeting and case management. Since the criminal records in this database are linked to fingerprint records, it also allows ERO Baltimore to confirm the identities of persons in custody and those at-large who may be targeted by ICE. The State of Maryland is the only provider of this service because they own the database. The North American Industry Classification System (NAICS) Code is 518210. This proposed contract action is for services for which the Government intends to solicit or negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals, however all proposals received within two (2) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. For more information please send email to the Contracting Officer, Natalie Carr at Natalie.Carr@ice.dhs.gov
