The General Services Administration (GSA), Northwest Arctic Region, intends to solicit Request for Proposals for Non-Revenue, Performance Based Commercial type contract for Concessions Services at the Edith Green/Wendell Wyatt Federal Building, located in Portland, Oregon. This is a non-revenue contract which means the Government will not make any payment for services under any resultant contract. The Government will provide utilities to operate the space, to include water, electricity/gas, heating and air-conditioning, major equipment and major equipment repairs. The Contractor shall be responsible for providing their own telephone at no cost to the government. This opportunity shall be contracted under a profit and loss type contract which dictates that the Contractor shall receive and retain all income derived from sales and is responsible for all costs of the operations under this contract. The Contractor shall have the responsibility of satisfactorily performing all requirements in this contract as an independent contractor. The contractor shall provide the management, supervision, labor, manpower, subcontracts, materials, and supplies necessary to provide concessions l services, cost effective, environmentally friendly manner. The RFP, with performance work statement, is to be issued on or about February 1, 2013. Offers will be due on or about March 1, 2013. Award will be made based on a Technical Evaluation including competitive range and Past Performance where Past Performance and technical evaluation are equal. The performance period is 05/01/2013 through 04/30/2018 with potential for 3 five year option periods. This requirement will be procured in accordance with FAR Part 12, Acquisition of Commercial Items. Successful offeror will be required to be actively registered in System for Award management.
