The Idaho Department of Health and Welfare is seeking a one-time exemption from competition to procure software support, maintenance, and periodic upgrades for the JPMA smartphone applications, WICShopper and WICSmart, used by the Idaho WIC program. This sole-source request, filed under IDAPA 38.05.01.042.10.vi, is based on the proprietary nature of the software and its critical integration with state EBT systems and public health operations. The proposed contract has a base annual cost of $129,567.75 with a 5% annual increase over a three-year term, bringing the total estimated value to $408,462.34. The immediate period of performance is scheduled from June 1, 2025, through May 31, 2026. The scope of work focuses on sustaining existing digital functionality, including bilingual access, nutrition education modules, and emergency notification tools for critical alerts such as formula recalls. Performance is measured by high user engagement, with recent metrics showing over 92,000 participant days of use and 145,000 product scans in a single month. The Division of Purchasing is currently inviting suppliers to provide information that may support or contradict the claim that competition is impractical or disadvantageous before a final discretionary decision is made by the DOP Administrator. All relevant supplier information must be submitted via the IPRO portal or email by March 20, 2025.

In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition.
