Brookhaven Science Associates, LLC, operating under the U.S. Department of Energy, is soliciting firm-fixed-price quotes for one EIC CPU server or an equivalent system, with an option to purchase up to two additional units under the same specifications. The required configuration includes a 1U server with dual AMD EPYC 9654 processors, 24 DDR5 memory modules, a 1.9TB NVMe SSD, a 25-Gigabit Ethernet adapter, three years of parts and labor warranty with one year of cross shipment, and a rail kit. All alternate proposals must demonstrate equivalent or superior performance and include full manufacturer details and supporting documentation for equivalency evaluation. The solicitation, designated AH81166 and classified under NAICS 334112, is strictly for the lowest-priced responsive and responsible offeror who meets all technical requirements, with no weighting applied beyond technical compliance and price. Pricing submitted must remain valid for 60 days and is binding—no adjustments will be permitted under any market fluctuations, including supply chain issues or component cost increases. Delivery is mandated on or before September 18, 2026, as the purchase order is fiscal year-end sensitive: failure to deliver by this date will result in expired FY2026 funding. Payment is NET30 via check or electronic transfer, with invoices to be submitted to BSA’s Accounts Payable in Building 400. All vendors must be registered in SAM with a valid UEI and provide their origin of manufacture and price justification through a published price list, prior BNL purchase order, or verifiable web screenshot. Compliance with FAR and DEAR clauses is required, including anti-gratuity, anti-contingent fee, and ethics provisions, along with federal environmental and safety regulations requiring EPA-listed chemicals and OSHA-compliant Safety Data Sheets with shipment. Risk of loss remains with the vendor until the item reaches Upton, New York, and all subcontractors must flow down contractual obligations, with preference given to commercial or non-developmental items. The response deadline is July 22, 2026, at 5:00 p.m. EST, and failure to meet any mandatory requirement, including registration or documentation, will result in disqualification.
