The Directorate of Contracting at Fort Campbell, KY, requires repair and modification services for the Expandable Lightweight Air Mobile Shelter (ELAMS) originally manufactured by AAR Mobility Systems. These repairs and modifications involve a detailed scope that includes removal and installation of various components such as support pole storage racks, decompression doors, wire molds, air compressors, exhaust systems, radio racks, shelves, and generator elements, as well as retrofitting environmental control units and repairing high-speed mobility wheel sets. The contract will be awarded as a firm-fixed-price, supply-type agreement on a sole source basis to AAR Mobility in Cadillac, Michigan, citing their status as the original manufacturer and the only known entity capable of producing compatible replacement parts. The procurement is justified under the statutory authority that allows sole source acquisition to avoid duplicative government costs and will be conducted using Simplified Acquisition Procedures without full and open competition. The procurement is classified under NAICS code 314912, with a small business size standard of 500 employees, and is not open for competitive solicitation. However, any firm believing they can meet the contract requirements has 14 days from the posting date to submit written evidence demonstrating such capability to the contracting officer. Responses will be reviewed but do not guarantee a competitive procurement. If no suitable alternative responses are received by the deadline of September 17, 2004, at 4:00 p.m. (CST), the government will proceed with sole source negotiations with the original manufacturer. All communications must be submitted via email or fax, and telephone inquiries will not be accepted. The contract is managed by the Department of Defense office at Fort Campbell.
