Battelle Energy Alliance, LLC (BEA), the Management and Operating Contractor for the Idaho National Laboratory (INL) under the U.S. Department of Energy, is seeking Expressions of Interest (EOI) from qualified vendors capable of providing Service Contract Labor Standards (SCLS)-covered electrical services for BEA-managed properties at INL. This pre-solicitation notice, identified by Solicitation Number INL-26-038, invites vendors to demonstrate their capabilities in preventative and corrective electrical maintenance, troubleshooting, repair, as well as installation, relocation, and modification of existing electrical systems not subject to the Davis-Bacon Act. The services must include Lockout/Tagout support, third-party management where specialized electrical expertise is required, and around-the-clock emergency response support. BEA expects to secure approximately 12 full-time licensed Journeyman Electricians who comply strictly with INL’s safety, hazard analysis, and work control procedures, maintain accurate records, coordinate with BEA operations, and provide all necessary tools, equipment, and certifications. The EOI serves as a preliminary step to identify capable vendors who may be invited to participate in a future formal Request for Proposal (RFP) for contract award. Interested parties must submit comprehensive information including company details, service capabilities, relevant electrical maintenance experience in industrial or government research settings, applicable NAICS codes (notably 238210), business size classification, training, certifications, technical qualifications, and staffing capacity. The deadline for submission is June 1, 2026, with responses submitted via email to the designated contact at BEA. The solicitation does not currently specify contract clauses, evaluation factors, pricing, or contract period, reflecting its status as a sources-sought notice. Compliance with SCLS, INL safety standards, and confidentiality marking for proprietary information is required. Performance will take place at INL facilities in Idaho Falls, Idaho, and inspection and acceptance of work will be managed by the government representatives. This solicitation does not include detailed contract terms, security clearance requirements, or socioeconomic preference programs, reserving such elements for the anticipated RFP phase.
