The New York State Department of Agriculture and Markets is seeking proposals from qualified vendors to provide electronic and mail-in redemption and payment services for its nutrition incentive coupon programs, including the Farmers’ Market Nutrition Programs (WIC FMNP and SFMNP) and the FreshConnect Checks Program. These programs aim to support low-income, food-insecure individuals by distributing paper coupons—over 1.7 million in 2023 with an anticipated increase to over 2.3 million in 2024 and up to 3.5 million annually as the programs grow—encouraging the purchase of fresh, locally produced foods at farmers’ markets and farm stands across all New York State counties. The selected contractor will facilitate the redemption process through electronic scanning methods and mail-in options, helping to expand access and streamline transactions for participants. The contract, scheduled to run from October 1, 2024, through March 31, 2029, is valued between five and fifteen million dollars and is open to all eligible business entities, with no specific set-aside goals for minority, women, or service-disabled veteran-owned businesses. The Department emphasizes the importance of promoting local producers and fostering healthy communities by increasing the utilization of these nutrition incentives. The proposal deadline is August 12, 2024, and interested parties can find further details through the provided online link. This initiative reflects the Department’s commitment to expanding program reach and improving service delivery for vulnerable populations across New York State.
