AI Contract Overview
The Library of Congress is seeking a contractor to provide one year of maintenance and technical support for its Empress Media Asset Management (eMAM) system, covering the period from August 1, 2026, to July 31, 2027. This contract includes ongoing manufacturer support for licensed users and active assistance with the system’s custom implementation, specifically the Director, Ingest, Archive, and Delivery interfaces used by the Office of Communications and Multimedia Group. In addition to maintenance, the contractor must deliver two new business licenses for the MAM system within five days of contract start. The contract is structured as a Firm-Fixed-Price agreement with no options for extension or additional services. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, where proposals must first meet mandatory technical requirements—such as providing verified OEM-authorized reseller status and fulfilling all specified support deliverables—before price is considered. Only technically acceptable offers will proceed to price comparison, with award going to the lowest-priced qualifying submitter. Contract performance is to occur at the contractor’s office, with delivery terms specified as F.O.B. Destination, meaning the contractor assumes all risks and costs until delivery at the Library’s location in Washington, DC. The contractor must comply with strict security and administrative requirements, including annual information systems security training for all personnel accessing Library systems, adherence to Controlled Unclassified Information handling protocols, and full background investigations via the NBIS eAPP process and FBI Rap Back continuous vetting for anyone needing access to non-public facilities or data. Publicity of the contract is restricted without prior written approval, and all invoicing must be submitted electronically through the Invoice Processing Portal; WAWF is not used. Proposals must be submitted electronically by May 21, 2026, to the designated point of contact, with strict formatting rules prohibiting compressed or password-protected files and requiring open formats under 20MB. The solicitation includes Library-specific modifications to standard FAR clauses, including prompt payment, disputes, and commercial item terms, all marked with a DEV designation. No contract value is provided in the solicitation, as pricing details remain unfilled, and no socioeconomic certifications or unique entity identifiers have been submitted by potential offerors.
