The Regional Contracting Office MCI-WEST is conducting market research through a Request for Information (RFI) to identify qualified contractors capable of providing emergency meal services in support of the Marine Corps Base Camp Pendleton and Marine Corps Air Station Miramar Fire Departments. The scope includes the preparation and delivery of sack lunches, hot lunches, water, electrolyte drinks, bags of ice, and rental of refrigerated trucks during wildfire season, with services required to meet U.S. Forest Service caloric standards for wildland firefighters. The procurement is structured under NAICS code 311991 (Perishable Prepared Food Preparation) with a 500-employee small business size standard and is set aside exclusively for small businesses under FAR 19.5. Contractors must submit a brief capabilities statement by 7 August 2026, 11:00 AM PST, via email to gary.lane@usmc.mil, including their DUNS number, CAGE code, and socioeconomic status certifications such as 8(a), HUBZone, or SDVOSB designation, along with verifiable experience delivering similar services to first responders within the past three years, including contract numbers and values. The RFI is not a solicitation for proposals, and responses will not form a binding contract or result in reimbursement; all submissions are treated as proprietary and will be used solely to inform final acquisition planning. Performance requirements specify delivery within four hours of request, response to orders within 15 minutes, and strict adherence to food safety protocols under 21 CFR Part 110, with meals labeled for preparation and consumption times, packaged in approved containers using color-coded bags to distinguish dietary types, and packed in sets of ten per box. No frozen or styrofoam materials are permitted, snacks must be individually wrapped with full ingredient listings, and delivery tickets must be submitted signed within one business day. The anticipated contract, if issued, would be an IDIQ with one base year and four one-year options. All transportation costs are borne by the contractor, and no mileage reimbursement will be provided. No formal FAR clauses, pricing data, or award evaluation criteria are currently defined, as this is strictly a pre-solicitation market research effort; the contract will be awarded based on future solicitation results.

TEMPEST TENTS
Solicitation # M0068126Q0082
Solicitation M0068126Q0082 is a firm-fixed-price request for the procurement of one RF shielded Tempest Tent for MEF ROTO, to be delivered to Camp Pendleton, California, by October 19, 2026. This acquisition is a total small business set-aside, specifically targeting HubZone, SDVOSB, and WOSB entities. The required enclosure must be TAA compliant, made in the USA, and utilize three-layer CYBER Fabric. Mandatory technical compliance with MIL-STD-188-125 and IEEE 299-2006 shielding standards must be demonstrated prior to system acceptance, as the government will not accept untested systems. Award will be based on the greatest overall value, evaluating technical acceptability, total evaluated price, and past performance. Secure Video Teleconferencing (SVTC)
Solicitation # M6700126Q0146
The United States Marine Corps is soliciting quotes for the procurement and installation of commercial-off-the-shelf hardware, software, and incidental services to upgrade Secure Video Teleconferencing (SVTC) capabilities at Marine Corps Base Camp Lejeune, North Carolina. This requirement is a total small business set-aside under NAICS 334310. Due to the proprietary nature of the existing architecture and the need to maintain the Risk Management Framework cybersecurity accreditation baseline and manufacturer warranties, the procurement is strictly restricted to Crestron and Alpha American equipment. Proposals that suggest a rip-and-replace of the existing baseline will be deemed technically unacceptable. The scope of work includes the delivery of specific components such as power conditioners, HDMI distribution amplifiers, and touch screens, as well as on-site services for physical mounting, racking, routing, and logical configuration. All equipment must natively integrate with existing Samsung video walls and be manageable via existing Beetronics touchscreens. The contractor must complete all installation, configuration, and training services within 60 business days of the award. Acceptance is contingent upon a successful System Acceptance Testing (SAT) conducted by the Government Technical Point of Contact. Award will be based on the most advantageous offer, considering technical capability, past performance, and total quoted price. The contract is structured as a single all-inclusive lot, and the government will not accept partial deliveries or partial invoicing. Offerors must be registered in the System for Award Management and provide a valid Unique Entity ID and Federal Tax ID. All hardware is to be delivered FOB Destination to Camp Lejeune.
