Emergency Shelter Operator

The City of Santa Fe is seeking a qualified contractor to operate a low-barrier, 24-hour emergency shelter located at 2801 Cerrillos Road. This facility serves up to 100 adults experiencing homelessness, prioritizing those with complex needs such as serious mental illness, substance use disorders, and formerly incarcerated individuals. The contractor will be responsible for daily operations, ensuring client safety and dignity, and coordinating access to case management, behavioral health services, income supports, and pathways to permanent housing. Operations include continuous staffing, provision of two meals daily, secure storage for client belongings, and adherence to trauma-informed, Housing First principles. The shelter functions as an interim solution while the City evaluates long-term facility options. The program is part of a broader City initiative by the Youth and Family Services Division to address homelessness through increased capacity, supportive services, and outreach to vulnerable populations, reflecting a commitment to comprehensive, dignified assistance. Proposals will be evaluated on multiple factors emphasizing quality and experience, including narrative clarity, organizational capabilities, references, cost competitiveness, and local preference compliance. The contract incorporates City-specific special requirements such as compliance with the Santa Fe Living Wage Ordinance, confidentiality of client and City data, and mandatory disclosures regarding past contract-related issues. Contractor performance will be monitored through occupancy targets, data reporting aligned with HUD and Continuum of Care standards, and operational adherence to ADA and other regulations. The procurement is structured as a trade-off source selection prioritizing proposal quality and alignment with City goals over cost alone.
