The Export-Import Bank of the U.S. is seeking to procure a subscription to the EMIS Intelligence database, a commercial information service offering access to over 9,000 publications across more than 125 emerging market countries, including locally produced content, to support due diligence on borrowers and safeguard U.S. government funds. This procurement is conducted as a combined synopsis/solicitation under FAR Part 12 using simplified procedures for commercial items, issued as a Request for Quotation (RFQ) with solicitation number 83310126Q0048. The requirement is restricted to a single source—the EMIS Intelligence database—justified through a Single-Limited Source-or-Brand Name Justification Form, and the government will accept only quotations for this specific product or proposals for an “equal” product that meets all specified salient physical, functional, or performance characteristics, accompanied by detailed documentation including brand name, make or model number, and descriptive literature. The contract is structured as a firm fixed-price order with a base period from September 1, 2026, through August 31, 2027, and four optional one-year extension periods through August 31, 2031, each providing two user credentials and included training. All quoted prices must include all associated costs, including shipping, freight, tariffs, and duties, with no additional charges permitted after award. Offerors must be registered in the System for Award Management (SAM), complete all required representations and certifications through SAM, and submit quotations via email to patricia.ludlow@exim.gov by July 30, 2026, at 5:00 PM Eastern Time, with the solicitation number in the subject line. The award will be made to the responsible, responsive offeror providing the lowest price, with past performance considered. The database will be accessed via the Internet through the EXIM Bank VPN, and the government retains the right to inspect and accept services at its Washington, DC headquarters or any other location where deliverables are produced. Contractors must also complete a Non-Disclosure Agreement before commencing work, and all information developed under the contract is deemed sensitive and may not be disclosed without written approval. Invoicing must be submitted through the Invoice Processing Platform, and payment will be made via Electronic Funds Transfer, with final invoices clearly marked as such.

Real Estate Information Database SubscriptionThe U.S. Army Corps of Engineers, Kansas City District, is seeking information from potential vendors to support the acquisition of a web-based, nationwide real estate data subscription service that provides confirmed and personally verified sales and lease information for vacant and improved properties across all categories including residential, commercial, industrial, retail, office, mixed-use, multifamily, and special use. The data must go beyond publicly available county records and MLS feeds by requiring direct verification with transaction participants such as buyers, sellers, brokers, appraisers, and attorneys to ensure accuracy and reliability. This requirement is critical for staff appraisers to perform federal land acquisition appraisals that fully comply with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) and the Uniform Standards of Professional Appraisal Practice (USPAP), which mandate verification of all sales data used in the sales comparison approach. The system must enable market-derived unit comparisons, such as price per acre or square foot, and maintain consistency in valuation analysis to support federal appraisal standards under the Uniform Act. Firms interested in responding must provide company details including legal name, mailing address, contact information, CAGE code, and SAM EUI, along with a detailed statement of their capability to deliver the required verified real estate data service. Respondents must also disclose their business type and size classification, particularly if claiming small business status under relevant categories such as Small Business, HUBZone, Service-Disabled Veteran Owned, Woman-Owned, or 8(a). The solicitation is currently under review to determine whether it will be set aside for small businesses or conducted as full and open competition, with potential NAICS codes under consideration being 531390 and 519290, the latter being the selected code for this posting with a 1,000-employee size standard. Responses must be submitted electronically as a Word or PDF document to the designated contract specialists by the specified deadline, and all information provided will be treated as Controlled Unclassified Information. Participation is voluntary, no reimbursement is available for response costs, and submission does not guarantee future award. Future solicitations, if issued, will be posted on the Governmentwide Point of Entry.
