The Department of State, Office of Global Acquisitions, Acquisition Management Directorate, Office of Diplomatic
Mission Support, Security Staffing and Countermeasures Division (A/GA/AMD/DMS/SEC/SSC) intends to award a
firm-fixed price contract on a sole source basis to National Law Enforcement Telecommunications Systems (NLETS),
Inc. located at 1918 W Whispering Wind DR, Phoenix, Arizona 85085-1867, United States under the authority of FAR
12.102(a) Only one responsible source and no other supplies or services will satisfy agency requirements.



The requirement is for the annual connectivity access to the International Justice and Public Safety Information
Sharing Network formerly known as the National Law Enforcement Telecommunications System, Inc. (NLETS) and
currently referred to simply as NLETS. NLETS is a not-for-profit, computer-based message switching system, allowing users to query State owned databases for Drivers License, Vehicle Registration, Criminal History information and to instantly request and exchange critical, sensitive data. It also allows user to query the Canadian Police Information Centre (CPIC) and the International Criminal Police Organization (INTERPOL) files. The Period of Performance will be 07/01/2026 - 06/30/2028.


All responsible sources may submit a bid, proposal, or quotation which may be considered by the agency.
Responses must include a written narrative statement of capability, including detailed technical information
