This is a notice of intent to solicit and award a sole source contract in accordance with the acquisition of commercial products and commercial services under the simplified acquisition threshold in accordance with Revolutionary FAR Overhaul (RFO) Subpart 12.102, Restricting Competition.  


The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) on behalf of the DHS Science and Technology Directorate (S&T) hereby issues this notice of intent to award a sole source contract to Quorum Analytics, LLC, 1 Thomas Circle, NW, 6th Floor, Washington, DC 20005.


 Background


To fulfill its mission, the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) requires access to specialized scientific journals and databases to stay current with emerging research and developments. Quorum is a leading platform for federal bill tracking, social media tracking, and a legislative engagement platform. By acquiring Quorum, DHS S&T staff will gain real-time access to government data, monitor legislative activity, and conduct comprehensive policy analysis. This capability will strengthen operational effectiveness, support informed decision-making, and streamline research efforts, ultimately advancing mission-critical objectives. S&T will procure five (5)  Quorum subscriptions for (5) users.


Quorum is the sole provider of an integrated platform that offers real-time federal bill tracking, social media monitoring, and legislative engagement capabilities. No other vendor delivers this unique combination of services with the same breadth, depth, and real-time functionality.


Quorum is uniquely positioned to meet DHS S&T’s needs for the following reasons:


Exclusive Integrated Platform: Quorum is the only platform that combines federal bill tracking, social media tracking, and legislative engagement in a single, unified system. This integration is not available from any other vendor.


Real-Time Access: Quorum provides real-time updates on government data and legislative activity, enabling DHS S&T staff to monitor developments as they occur and respond promptly.


Comprehensive Policy Analysis Tools: Quorum’s proprietary analytics and engagement features allow for in-depth policy analysis and stakeholder engagement, supporting informed decision-making and research efforts.


Unmatched Coverage and Functionality: No other platform offers the same level of coverage for federal legislation, social media activity, and legislative engagement, nor the same ease of use and operational efficiency.


Due to the proprietary nature of Quorum’s platform and the absence of comparable alternatives, Quorum is the only vendor capable of providing the required resources. This sole source acquisition is necessary to ensure DHS S&T staff have immediate and comprehensive access to real-time government data and legislative activity, supporting mission-critical objectives through enhanced operational effectiveness and evidence-based decision-making


Period of Performance: The anticipated period of performance is a 12-month base year and (4) 12-month option years.


A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government.


This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement.  Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
