NOTICE OF INTENT TO AWARD SOLE SOURCE - PANJIVAThe Department of Commerce, through its International Trade Administration’s Industry and Analysis division, intends to award a sole-source, firm-fixed-price commercial contract to IHS Global Inc. (S&P Global Market Intelligence) for a twelve-month period beginning at the time of award and acceptance. This action is being taken under FAR 12.102(a) and FAR Part 5 to assess whether other responsible commercial sources exist that can meet the government’s minimum requirements, though no other provider is currently expected to fulfill the specialized and integrated nature of the required services. This notice is not a solicitation or request for quotation, and no formal bid documents are available for submission. Interested parties may respond to the public notice by the deadline of July 29, 2026, to demonstrate their capability to satisfy the government’s needs, though the agency has indicated a strong intent to proceed with the sole-source award to IHS Global Inc. The U.S. International Trade Commission intends to award a sole-source contract to R.L. Polk & Co., a subsidiary of S&P Global, for the procurement of a customized automotive industry dataset detailing manufacturing trends, place of origin by year, and competent manufacture and origin information for hundreds of vehicle models and their associated suppliers. This action is justified under FAR 6.302-1, citing that R.L. Polk & Co. is the only responsible source capable of delivering the uniquely comprehensive, manufacturer-exclusive data required to support the USMCA Automotive Rules of Origin 2027 fact-finding investigation, with no other commercial provider offering equivalent depth or accuracy. The procurement, identified by solicitation number ITC-2000-OARS-26-100 and classified under NAICS code 519290 for information services, carries an estimated value of $103,000 and will be performed at the Commission’s headquarters in Washington, D.C. Although no formal solicitation will be issued, the notice serves as a public announcement allowing interested parties to submit informational comments within five days of posting on SAM.gov, with responses directed exclusively to Contracting Officer Ian Quillman via email. The contract does not include competitive evaluation factors, detailed specifications, inspection criteria, or formal delivery terms, and no clause-level requirements, certifications, or subcontracting provisions from the vendor are documented. Performance is not bound by specific start or end dates, and no FOB terms, packaging requirements, or invoicing protocols are specified; the award rests entirely on the vendor’s proprietary data capabilities and the government’s determination that competition is not feasible.
