AI Contract Overview
The contract requires sole-source membership for the Defense Logistics Agency Energy Quality Technical Directorate in the International Air Transport Association Fuel Quality Pool, ensuring two designated administrators—Airline Master and Deputy Airline Master—have real-time, unlimited web access to current and historical fuel inspection reports from global into-plane refueling sites. The base performance period extends through December 31, 2026, with four one-year option periods enabling continuous membership through December 31, 2030. Annual inspections conducted by DLA at select refueling locations must be reported into the IFQP system to maintain compliance and support global fuel quality assurance. The contract mandates submission of invoices exclusively through Wide Area Workflow in accordance with DFARS 252.232-7006, and includes a one-time joining fee and recurring annual dues as necessary to sustain active membership. Contract administration is managed by the DCSO-COLUMBUS-DIVISION-2 in Columbus, Ohio, while performance activities are centered at Fort Belvoir, Virginia, with no physical delivery or packaging requirements due to the entirely digital nature of the service. The solicitation is structured as a presolicitation with no set-aside, no defined cost values, and no specified evaluation factors, reflecting a non-competitive procurement likely justified by the unique operational requirements of IFQP membership. No security clearances, organizational conflict of interest provisions, or socioeconomic certifications are required, and while the Statement of Work provides essential detail, no formal attachments or clause alternates beyond invoice procedures are explicitly listed.
