This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source purchase order. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.


The Commodity Futures Trading Commission (CFTC) intends to negotiate and award a sole-source purchase order to LexisNexis for StateNet. The Government intends to procure this requirement in accordance with Revolutionary FAR Overhaul (RFO) Part 12, specifically RFO FAR 12.102(a), for acquisitions valued at or below the simplified acquisition threshold (SAT).


The period of performance for this requirement is a Base year and four (4) 1-year Option years.


The CFTC requires a tool to track state legislation concerning prediction markets with real-time alerts and forecasting capabilities. StateNet provides comprehensive coverage of legislation, regulations, and policy activity across all 50 states, Congress, and key U.S. territories. StateNet provides access to bills, rules, statutes, executive orders, legislative hearings, regulatory notices, and rulemaking activity. The CFTC is unaware of any alternative solutions that can meet the agency’s requirements.


This notice is not a competitive request for proposals.  A competitive solicitation will not be issued. Interested parties who believe they can provide these services may submit a capabilities statement to the Contracting Officer no later than July 8, 2026, at 10:00 AM Eastern Time. Responses must be submitted via email. Information received will be considered solely for the purpose of Market Research. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.


The Government will not be responsible for any costs of preparation in response to this announcement.
