The Energy Supply and Management Services Invitation to Qualify (ITQ) 4400031205 is a procurement vehicle issued by the Pennsylvania Department of General Services to qualify contractors for the supply and management of energy commodities. The scope includes electricity, natural gas, renewable attributes, carbon-free electricity, and renewable natural gas sourced supply. The contract term runs from July 1, 2025, to June 30, 2030, with an option to renew for an additional five years. This ITQ serves as a qualification mechanism, meaning qualified contractors are eligible to respond to subsequent Requests for Quote (RFQs) to provide these services to Commonwealth agencies and Local Public Procurement Units through the COSTARS program. To participate, suppliers must register as procurement vendors with the Commonwealth of Pennsylvania and create a user profile in the PA JAGGAER Portal, as all qualifications must be submitted electronically. Contractors are required to meet specific experience, certification, and licensing standards, including compliance with the Pennsylvania Public Utility Commission and PJM Interconnection membership. Administrative fees for participation vary based on business size, with reduced rates for DGS-verified small diverse businesses and self-certified small businesses. Payment is processed via Automated Clearing House (ACH) through the SRM procurement system, and contractors must adhere to strict integrity and tax compliance certifications, including Iran-Free Procurement and worker protection requirements where applicable.
