Engineering Roster

The Township of Springwater has issued Request for Proposals 2026-45-PW to establish a three-year standing offer roster of qualified professional consulting engineering firms. This roster will provide services on an as-and-when-required basis across several specialized disciplines, including Vertical Works, Municipal Engineering, Structural (Transportation), Building Science, Electrical Engineering, and Development Engineering. The contract term is scheduled to run from January 1, 2027, through December 31, 2029, with a potential for a one-year extension. To qualify, respondents must maintain a local office within 80km of the Township and ensure all personnel meet specific licensed professional engineering designation requirements. The award process utilizes a weighted scoring system totaling 100 points, where proponents must achieve a minimum technical threshold of 70% to proceed to the pricing evaluation. Technical criteria focus on corporate capability, experience, and the qualifications of leadership and individual team members. Pricing is evaluated using a relative formula based on a three-year average weighted hourly rate for various job descriptions. Selected engineers will receive work through a two-step process involving a Service Level Agreement and a specific Scope of Work Request. All deliverables are subject to Township inspection and must comply with WCAG 2.0 Level AA accessibility standards. Contractual obligations include mandatory WSIB coverage for all personnel, adherence to strict confidentiality protocols, and the provision of all-inclusive hourly rates covering labor, materials, and travel.
