Engineering Services for Richland Chambers Lake Pump Station Chemical Improvements

The Tarrant Regional Water District is soliciting Statements of Qualifications for engineering services to implement chemical improvements at the Richland Chambers Lake Pump Station. The primary objective of the project is to convert the existing aqua ammonia storage and feed system to liquid ammonium sulfate. The selected firm will be responsible for a comprehensive range of services, including project management, preliminary investigations, design, permitting, and procurement-phase services. Specific technical requirements include the design of chemical storage and feed systems, containment, piping, the demolition of existing chlorine systems, and SCADA-related design, with a strong emphasis on life safety, hazardous-material handling, and chemical compatibility. Qualified firms must submit their SOQs via the OpenGov Procurement Website by October 20, 2026, at 2:00 pm CT. Submissions must strictly adhere to formatting guidelines, including a maximum two-page cover letter, a one-page organization chart, one page of team leader resumes, and one page of past projects and references. A signed Conflict of Interest Questionnaire is mandatory, and no fee estimates or pricing information should be included in the submittal. The Tarrant Regional Water District will select the best qualified firm based on the SOQ review, potentially conducting interviews with the top three ranked firms. The awarded vendor must agree to the terms and conditions of the Standard PSA Engineer Option and provide the required insurance.
