Engineering Support and Technical Expertise

This contract is a non-competitive, logical follow-on award to extend engineering and technical support services for the Department of Defense’s Aviation and Missile Center under Task Order W31P4Q-21-F-C003, administered by the Army Contracting Command–Redstone Arsenal. The purpose is to sustain mission-critical engineering expertise in planning, developing, and managing Reliability, Availability, and Maintainability (RAM) and Systems Assurance (SA) programs for weapon systems across their lifecycle, with emphasis on advancing RAM methodologies and energy-efficient technologies. The extension, effective from June 12, 2026, through December 11, 2026, ensures uninterrupted service continuity during the transition to a future full and open competition, as other sources cannot ramp up within six months without risking operational disruption. The contract is structured as a hybrid Firm Fixed Price/Time and Materials arrangement with a total estimated value of $4,827,555.65 for the six-month period, bringing the overall contract ceiling to approximately $90.9 million, inclusive of prior options. Services are performed primarily at Redstone Arsenal, Alabama, with the contractor, MTA, Inc., supporting operations from Huntsville, Alabama. Funding is provided under Army program identifiers through the AMCOM EXPRESS Blanket Purchase Agreement, which governs the acquisition under FAR Part 12 as a commercial item procurement. The award relies on GSAR 538.7104-3(b)(iii) to justify non-competition, and compliance is maintained with subcontracting requirements under FAR 52.244-5 and DFARS 252.219-7997, though no small business subcontracting plan was submitted by the offeror.
